On an economic level, the only thing he sees is having more <br />competition for an existing gas station, especially the one closer to this proposal. <br />He thinks pushing this to next month is a waste of tax dollars and staff time. <br />Having the condition on the resolution is as far as we will be able to get this <br />pushed. <br />Krantz mentions that gas stations and convenience stores are difficult properties <br />to be re -used for new uses down the road. She is concerned about having a use <br />like this and how it affects the community as well as the sustainability efforts from <br />the public. <br />Hoefner says our time and attention are better sent on big picture items. <br />Recommending approval that does not pass the bar for EV does not sit well with <br />him. <br />Brauneis says in front of us, we have the hard copy of the resolution that <br />includes the condition. He then reads what the condition says. He thinks it is <br />locked tight and it is what they have to do. <br />Hoefner says we have to follow the code and he does not think this meets the <br />mark. That is why he wants them to come back with the revised proposal <br />mentioning the EV. <br />Brauneis says in regards to where people charge their EVs, it is greatly more <br />cost efficient to do it from our own homes. The demand for publicly accessible <br />EV charging stations is going to be different then the uptake of EV vehicles. <br />Hoefner points out that we did spend time working on that EV section of the <br />code. <br />Brauneis says it does and that is why it is a condition. If we pushed this off to <br />next month's meeting, we would see a site plan that have five spots. One would <br />show active charging, two would be EV capable, and two would be EV ready <br />spots. Why would we need to see that ourselves? <br />Hoefner says that could be said for any application though. As a commission, we <br />are meant to do investigation. <br />Moline says if it is worth asking staff what the enactment of this condition would <br />look like before going to City Council. <br />Zuccaro says that he thinks there was an issue with the number of spaces. <br />Typically, on a PUD, we want to see where they are located. That is what we <br />would want on an amendment. <br />Brauneis says that is what they would have to do to meet the condition. <br />Zuccaro says this is not in addition to the minimum parking requirements. This is <br />not five additional spaces. <br />Osterman says with the amendment of the EV requirement, she is feeling <br />comfortable approving this proposal. <br />Krantz says at this time, she would consider adding a condition on the hours of <br />operation as well as conditions regarding sustainability. <br />Zuccaro mentions that if they restrict the hours, they need to site where in the <br />PUD code they can do that. <br />Brauneis asks staff if we have code that allows us to restrict hours of operation. <br />
