Planning Commission <br />Meeting Minutes <br />October 13, 2022 <br />Page 6 of 13 <br />The convenience store building is proposed near the center of the lot with <br />parking to the east and south. The parking areas provide 16 spaces, which <br />exceed the required 13 spaces in the CDDSG. Three bicycle parking spaces are <br />also proposed on the north side of the building along with Ice and Propane <br />storage kiosks. The canopy and fuel pumps are east of the convenience store <br />and separated from the building by parking spaces and a 35ft two-way drive <br />aisle. Underground fuel storage is proposed at the rear of the building, along with <br />a trash enclosure and air and vacuum station. <br />A new attached sidewalk is being proposed on the south along the private street. <br />The sidewalk connects to McCaslin Blvd and the existing Parcel L sidewalk <br />network. Pedestrian amenities are provided on the southern side of the property <br />with benches remaining from the existing site. Stormwater detention is located on <br />the east side of the property along an existing variable width drainage easement. <br />The retail building is oriented to the east and faces McCaslin Blvd. The building <br />materials will be primarily brick veneer with aluminum composite material (ACM) <br />metal on the upper portions with textured sheet metal caps. The east elevation <br />has expanses of storefront windows and emphasizes the entrance through the <br />use of red ACM panels surrounded by brick columns on either side. <br />The west elevation has a matching form and provides variation on the fagade. <br />The north and south facades provide interest through the material usage and <br />massing from the areas where materials transition. A physical material board is <br />provided for reference and can be distributed around if needed. <br />Ten mature trees are being removed to construct the proposed improvements, as <br />indicated in red. Two of the trees proposed for removal are along the McCaslin <br />Blvd frontage. Retaining the majority of the trees along McCaslin Blvd was <br />prioritized in order to minimize the visual impact of the drive aisles and parking <br />areas. The remainder of the trees to be removed are more internal to the site. <br />The number of existing and proposed trees in the landscape plan exceeds the <br />CDDSG requirements for perimeter and parking lot landscaping, which offsets <br />the loss of mature trees on the site. Plantings are also proposed along the west <br />and north sides of the retail building. <br />Upon review by staff, it was observed that the site requires new EV charging <br />spaces in Section 17.20.170 of the Municipal Code. The site is considered "retail" <br />and therefore falls under the Tier 3 requirements in the table. For 16 total parking <br />spaces, one space needs to be EV installed, 2 need to be EV Capable, and 2 <br />need to be EV ready. A new amended resolution includes this as a condition and <br />has been provided to the commission and included on the planning commission <br />webpage. <br />
