Planning Commission <br />Meeting Minutes <br />October 13, 2022 <br />Page 7 of 13 <br />Staff's analysis finds that the automotive service station use is permitted in <br />Parcel L1 of the Centennial Valley GDP. The latest applicable GDP from August <br />2015 differs to Section 17.7.2.090 of the Municipal Code for allowed uses. <br />Automotive service stations are listed as an allowed use, subject to the <br />prescribed performance and design standards in Section 17.72.130. <br />Staff also finds that the application is compliant with the PUD criteria in Section <br />17.28.120 of the Municipal Code, and the previously mentioned Automotive <br />Service Station Development Standards in Sec. 17.72.130. The project is <br />compliant with the requirements in the CDDSG as well. <br />Staff Recommendation: <br />Staff is recommending approval of Resolution No. 14, Series 2022 to construct a <br />new 2,824 square -foot automotive service station and convenience store with <br />eight pump fueling stations and canopy at 525 S McCaslin Blvd. Staff is adding <br />the condition that prior to the City Council public hearing, the applicant shall <br />amend the PUD to include the required EV installed, EV capable, and EV ready <br />parking space designation pursuant to Section 17.20.170 of the Louisville <br />Municipal Code. <br />Commissioner Questions of Staff. <br />Hoefner says the PUD amendment in front of us, how do we view that in light of <br />that this is an allowed use? <br />Zuccaro says the PUD does not define the use. That is defined by the zoning <br />code or the GDP. The commission would have to find that this is not an allowed <br />use but in staff's analysis, we find that it is. <br />Krantz asks if staff can show what the allowed uses are in the GDP. She also <br />asks for an analysis on the McCaslin Small Area Plan and how this fits into that. <br />Hassan shows the allowed uses based on the GDP. <br />Zuccaro says if you look at the map for L1, it says commercial/retail. Under <br />Section 17.72.12, it lists different uses that fall under a commercial use. He reads <br />that section of code and how it mentions a service station. <br />Krantz asks what parcel H is zoned. <br />Hassan says that is also commercial/retail. <br />Applicant Presentation: <br />Jeff Weeder, Galloway US <br />Weeder begins his presentation giving the context of the location. There is no <br />additional public infrastructure needed at this location as well as it is located less <br />than 2,000 feet from US36. No changes to existing vehicle access is being <br />proposed. We will also have the mature landscaping remain along McCaslin. <br />He gives the commission an overview of the site design. Included on the site <br />design, there will be vehicle access from internal drives and the existing gather <br />space on the south side of the site will be preserved.
