Planning Commission <br />Meeting Minutes <br />JUNE 11, 2009 <br />Page 4 of 14 <br />Wood reviewed the existing site improvements with the following: <br /> <br /> The two existing single family homes on County Road (555 and 557 <br />County Road) and the garage located at 561 County Road will be <br />demolished following approval of the proposed final PUD and plat. <br /> <br /> The two existing homes that front the alley will remain and are shown <br />as improvements on Lots 1 and 3. <br /> <br /> The existing duplex, currently under construction, is shown as Building <br />1 on Lot 4. <br /> <br /> The duplex and two homes on Lots 1 and 3 have all received building <br />permits and are being constructed under the regulations established in <br />the Old Town Overlay District. <br />Discussion of the final subdivision plat included the following points: <br /> <br /> Proposed building separation between Units 5 and 6 is shown as 8.50’, <br />where 10’ is required by the fire code. . <br /> <br /> Public-Use Dedication remains as a policy issue and will be <br />determined by the City Council. <br /> <br /> 100-year regulatory floodplain: A flood plain development permit was <br />issued by the Board of Adjustment on July 11, 2007. Portions of Lots 3 <br />and 5 and all of Lot 4 are currently within the AH Flood Designation <br />Zone. The base flood elevations for these sites is 5,330. All structures <br />located within these sites, shall have the lowest habitable floor <br />elevation of 5,332. A certificate of elevation shall be submitted for each <br />building after a foundation pour and a second elevation certificate priot <br />to issuance of a certificate of occupancy. <br /> <br /> Grading-Drainage – Utility Plans: Public works has accepted the <br />grading – drainage and utility plans. <br /> <br /> Improvement Survey Plat: Note #13 can be removed. <br />Discussion of the Final PUD development plan included the following: <br /> <br /> Number of units has been reduced to 15 dwelling units (10 townhome <br />units and 5 single family homes). <br /> <br /> Access: A drive access that goes from the alley to County Road has <br />been incorporated per the request of the Planning Commission. A <br />minimum alley width of 20’ for the full length of the property has been <br />provided through the dedication of Outlot A. <br /> <br /> Denstiy & FAR: City Council conditioned Lot 4 as a maximum FAR of <br />.42 at the November 3, 2008 public hearing. The square footage of the <br />lot has been reduced to 25,959 SF. To maintain the .42 FAR the lot <br />could be developed at 10,903 SF. The applicant is requesting to <br />develop the lot at 11,700 which results in a .45 FAR. Wood noted the <br />change in FAR is the result of a smaller lot and not an actual increase <br />in the footprint or square foot of the building. <br /> <br /> Architecture: Floor plans and renderings were provided on design <br />sheets 11 through 16.
