City Council <br />Meeting Minutes <br />September 6, 2022 <br />Page 6 of 13 <br />Mayor Pro Tem Maloney referenced the fee in lieu and asked what other municipalities <br />charge. Manager Ritchie responded that should would have to do more research to <br />answer that question. <br />Councilmember Dickinson asked if any builder had done any off -site construction. <br />Manager Ritchie responded that to date there hasn't been any off -site construction of <br />affordable housing. Councilmember Dickinson then asked if the City had collected any <br />fee -in -lieu and the answer was no. <br />Councilmember Most questioned how much affordable housing was in Louisville. <br />Manager Ritchie stated it is roughly 3% of the housing stock. Councilmember Most <br />asked how much affordable housing would be added in 10 or 20 years, if Council <br />maintained the 12% requirement. Manager Ritchie responded that it would depend on <br />what Council decided to do regarding acquiring property. With the existing zoning that <br />would result in roughly 50 additional units. <br />Mayor Stolzmann stated that current zoning code does not allow for much more <br />residential housing in town. <br />Councilmember Fahey asked if the City has any incentives in place for affordable <br />housing now. Manager Ritchie stated there are currently no incentives. <br />Councilmember Leh asked if the grant from the Colorado Department of Local Affairs <br />will allow the City to conduct a Feasibility Study within the Housing study. Manager <br />Ritchie said there is intent to include a Feasibility Study. <br />Public Comments <br />Annemarie Jensen, Director of East County Housing Opportunity Coalition expressed a <br />concern that the 30% will be too high without incentives. Currently there is a dearth of <br />properties of 68% AMI and below. There are people that need something lower. <br />Josh Cooperman, resident, spoke in support of the ordinance due to the need for more <br />affordable housing, and to advance EDI. He would like to see incentives such as density <br />bonuses and relaxing of parking requirements. The City should proactively rezone areas <br />to invite developers to build. <br />Sherry Sommer, resident, expressed concerned that a spectrum of affordability is <br />needed. She asked if there are any other options such as land banking and if the <br />properties will be deed restricted. <br />Mayor Stolzmann clarified how this ordinance would work. This would only apply to <br />commercial parcels that are rezoned to allow residential uses. This is putting something <br />in place that gives people the option to rezone to help build residential. <br />
