Postponing this will only aggravate the <br />problem and we have a responsibility to act and we can make changes if we need to. <br />Councilmember Dickinson stated he is concerned that without incentives we will <br />continue to get no new development which will mean no new affordable housing. He <br />stated he has no reason to think this will be successful without defined incentives. There <br />needs to be some assurance this will bring builders to Louisville. We all want his, but <br />without having specified incentives he can't support this. The incentives are needed to <br />make sure this happens. <br />Mayor Stolzmann stated last year's inclusionary zoning rules were too late to affect real <br />change. We need to have something on the books so that we can require things of all <br />new applications. We need this in place sooner rather than later or we won't get any <br />affordable housing. <br />MOTION: Mayor Stolzmann moved to approve the ordinance with an additional <br />Whereas, stating "adding this additional pathway in zoning to create housing fortifies <br />compliance with House Bill 22-1117 by taking the following actions to increase the <br />overall number and density of housing units within our jurisdictional boundaries, which <br />changes zoning and land use policies in a way that is intended to increase the overall <br />density and availability of housing by changing its zoning regulations to increase the <br />number of housing units allowed on a particular site, by promoting mixed use zoning <br />that permits housing units be incorporated in a wider range of developments and by <br />adopting regulatory measures that are expressly designed and intended to increase the <br />supply of housing within our local governmental jurisdictional boundaries"; seconded by <br />Councilmember Brown. <br />Councilmember Most reiterated that she wants this to happen quickly so opportunities <br />aren't missed. There will be chances to make changes as development processes <br />proceed. We don't need to have the incentives determined right now, we need <br />something on the books without delay. <br />Councilmember Leh agreed there is a need to move expeditiously, however, there <br />needs to be a process that will actually encourage the development we want. There are <br />developers who want to do affordable housing, but it has to work. Incentives need to be <br />created first to signal to people that Council is serious. He expressed concerned that <br />this is just checking a box. <br />Councilmember Brown made a friendly amendment changing the 30% to 20%, Mayor <br />Stolzmann accepted the amendment. <br />Councilmember Brown stated this 20% would bring us in line with neighboring <br />communities and has been tested in the region so this should not be out of the realm of <br />what developers are already doing. <br />
