City Council <br />Meeting Minutes <br />October 3, 2022 <br />Page 4of8 <br />Ritchie reviewed the cost assumptions; total credits will amount to 100% of Use Tax <br />revenue associated with Marshall Fire reconstruction, or approximately $5.7 million. <br />She added that for those residents who have already paid their use tax, a refund will be <br />issued. <br />Public Comments <br />Tawnya Samauroo, resident, urged Council to approve the ordinance. She would like to <br />see rebates such as this extended by all taxing entities for all disasters in the state. <br />Wanda, resident, stated her concern that she might be taxed on the credit. <br />Councilmember Brown asked if the City would be sending 1099s for this credit. Ritchie <br />stated the City would not be sending 1099s but all people should determine their own <br />tax implications. Mayor Pro Tem Maloney noted this program will be done as a credit <br />not a taxable rebate. <br />Councilmember Dickinson stated he would like the community as a whole to consider a <br />future disaster recovery tax or program to determine how to share the burden of <br />recovery equitably. <br />Councilmember Fahey thanked staff for this program as a way to help those rebuilding. <br />Brown did as well. <br />Public Comments - None <br />Mayor Pro Tem Maloney closed the public hearing <br />Mayor Pro Tem Maloney stated this is the good solution to the issue. It has taken longer <br />than we had hoped but this is a good outcome. <br />Councilmember Leh noted the strong fiscal position of the City before the fire allows the <br />City to do this now.
