City Council <br />Meeting Minutes <br />November 1, 2022 <br />Page 3 of 8 <br />Councilmember Leh also stated the Navigators assisting with fire -affected families have <br />moved to their new location on McCaslin Boulevard. <br />Councilmember Most and Councilmember Fahey agreed with the commitment to <br />pedestrian safety. <br />CITY MANAGER'S REPORT <br />City Manager Jeff Durbin stated the Police Department and Public Works are already <br />working steps to enhance safety at that crosswalk. <br />He stated the Facilitated Learning Assessment for the Marshall Fire has been released. <br />To date 150 building permits have been submitted with 80 permits active at this point. <br />Staff is committed to a two -week turn around on those permits, all use tax rebates have <br />been issued. <br />He reported there will be an upcoming dodgeball event between the Police and Fire <br />Departments. He also introduced Vik Runkle as new interim finance director. <br />REGULAR BUSINESS <br />ORDINANCE NO. 1843, SERIES 2022 — AN EMERGENCY ORDINANCE PROVIDING <br />FOR A TEMPORARY MORATORIUM ON THE SUBMISSION, ACCEPTANCE, <br />PROCESSING, OR APPROVAL OF ANY BUILDING PERMIT OR LAND USE <br />APPLICATION, OR ISSUANCE OF ANY SPECIAL USE PERMIT, RELATED TO THE <br />USE OF PROPERTY WITHIN THE CITY AS A GASOLINE SERVICE STATION OR <br />AN AUTOMOBILE SERVICE STATION — 15t AND FINAL READING — PUBLIC <br />HEARING — Adoption as an Emergency Ordinance or First Reading to set public <br />hearing on 11115122 <br />Mayor Stolzmann introduced the item and opened the public hearing. <br />City Attorney Kelly stated there are two versions of the ordinance for consideration. The <br />emergency ordinance would be effective upon adoption after one reading, and the non - <br />emergency ordinance would become effective thirty days following publication after <br />adoption on second reading. As drafted, this ordinance would impose a temporary <br />moratorium on the approval of any land use applications or approval of any building <br />permits for any new gas stations until September 30, 2023. <br />The purpose of the moratorium would put a pause on any new gas stations while the <br />City Council determines what it wants to do. The City Clerk has received an initiative <br />petition proposing an ordinance that would prohibit gasoline service stations and <br />automobile service stations in all zone districts of the City; would not allow construction <br />of a new gasoline service station within 2.5 miles of an existing gasoline service station; <br />
