At the time of the IMS analysis, the City's roadways were found to be in very good condition with an <br />average PCI of 73. Approximately 63% of the City's roadways were found to be in excellent or very good <br />condition. These pavements are candidates for more cost-effective pavement preservation treatments. <br />Pavements with a PCI below 40 (i.e., pavements in poor or very poor condition) comprise the City's <br />"backlog" of M&R. The City's backlog was found to be approximately 2%. A breakdown of the <br />condition distribution of the City's pavement network is shown in Figure 2. Findings and Recommendations <br />For the City to get the most return on investment from the Lucity Pavement Management System, IMS <br />presents the City with the following findings and recommendations: <br />• Retain low backlog, thereby freeing up funds for inexpensive pavement preservation activities, such as <br />slurry and chip seals. <br />• Focus on the restoration of roads in the "Marginal" and "Fair" PCI range through the use of strategic <br />overlays to maintain the City's low backlog. <br />• Concentrate rehabs on critical PCI candidates. Lucity recommendations produce optimal results when <br />maintenance work is focused on roads that are at their "Critical PCI" point. <br />• To maintain the current PCI of 73, a $2.78M annual budget it required in the next 6 years. This budget <br />is expected to result in 5% backlog after the 6-year budget horizon. <br />• To reach PCI of 75 in 6 years, an annual budget of $3.4M is required.
