She felt that not acknowledging the limitation of <br />these proposals to the public would undermine citizen trust in this project. Dr. Matonis <br />agreed with this and said that this would be addressed up -front in the public meetings. <br />She added that they need to convince the community that there are benefits to this level <br />of mitigation, but that all mitigations have a "fail point." Adam added that the citizens <br />need to see this as part of a metric of planning that includes things like evacuations. <br />David said that he was curious about the role of controlled burns and was surprised not <br />to see it in the plan. Dr. Matonis said that prescribed burns are part of mitigation <br />recommendations for other parcels, just not at the Rec. Center. <br />16. Discussion Item: Superior Marshall Fire Update, presented by Leslie Clark, Superior <br />PROS Director <br />Leslie handed out a sheet of paper condensing the recent actions of town staff, the <br />Mountain View Fire Protection District, and Boulder County. Her list of current efforts <br />include: <br />• Establishing best practices from all mitigation efforts that are shared and <br />supported by all partners. <br />• Actively mapping current open space conditions, hazards, high fire risk areas, <br />vegetation covers, fuel loads, and sharing this data with all partners. <br />• Initiating pilot projects in goat grazing, mowing, fuel reduction, public education, <br />volunteer open space steward program, xeriscape and fire-resistant design on <br />new park areas. <br />• Completing grant applications to support wildfire hazard mitigation efforts. <br />• Using current resources (youth corps, volunteers, volunteer ambassadors, <br />advisory committees, staff) to reduce existing fuel loads. <br />• Adopting fire resistant fence ordinance for the Sagamore neighborhoods. <br />• Planning budgetary needs for future hazard mitigation efforts. <br />• Participating in the Urban Forestry on Private Land project with Boulder County as <br />the lead. <br />• Addressing hazard mitigation as part of the Open Space Master Plan process. <br />17. Discussion Item: Superior Open Space Master Plan, presented by Leslie Clark, Superior <br />PROS Director <br />Leslie shared the proposal for master planning at the Coyote Ridge Open Space. They are <br />partnering with a company called Superbloom. Laura asked if this master plan would be <br />just for the Coyote Ridge parcel or for the whole city network. Leslie said that it would be <br />initially just for Coyote Ridge, but they would love to eventually do the entire network. <br />Ryan said that OSAC is shifting its priorities from acquisition to maintenance. He added <br />that it feels like Superior needs to stop doing its open space planning in a piecemeal <br />fashion. <br />11 <br />
