Xcel Energy® <br />PARTNERS IN ENERGY <br />An Xcel Energy Community Collaboration <br />Memorandum of Understanding (MOU) <br />Phase 1 — Plan Development <br />Kayla Betzold <br />City of Louisville <br />749 Main St <br />Louisville, CO 80027 <br />Congratulations on being selected to participate in Xcel Energy's Partners in Energy <br />Decarbonization offering. This offering is designed to provide your community with the tools and <br />resources necessary to develop and implement a Decarbonization Plan that reflects the vision <br />your community has to reduce greenhouse gas emissions (GHGs) through the energy supply, <br />building, and transportation electrification sectors. Participation is intended to span 24 months <br />with the initial 9 months dedicated to developing a community -oriented Decarbonization Plan <br />and the remaining time focused on implementing that plan. <br />The intent of this Memorandum of Understanding is to confirm the City of Louisville's <br />intent to participate in the initial planning phase of Partners in Energy and outline the <br />commitment that your community and Xcel Energy are making to this collaborative initiative. <br />The primary objective of this phase of Partners in Energy is to develop your Community <br />Decarbonization Plan. <br />In order to achieve this, Xcel Energy will provide: <br />• Support of one virtual presentation to Louisville Sustainability Advisory Board (LSAB) to <br />inform stakeholder group recruitment. <br />• Consulting support to assist in identifying and recruiting a Community Decarbonization <br />Stakeholder Group (stakeholder group) to participate in the planning process. <br />• Data analysis of community data that are readily available and pertinent to the planning <br />process, which may include demographics, equity measures, indicators of EV <br />readiness, energy use, utility program participation, and greenhouse gas (GHG) <br />emissions related to energy supply and use. <br />• Professional facilitation of up to 4 plan development workshops with the stakeholder <br />group to develop the Community Decarbonization Plan's (Plan) vision, focus areas, <br />goals, targets, and implementation strategies. <br />• Development of 1-2 key questions to integrate into a broad community survey as part of <br />the Comprehensive Plan update effort and development of project fact sheet and <br />facilitation instructions to support tabling at Comprehensive Plan open houses. <br />• Strategy analysis to help the community prioritize identified strategies. This analysis <br />may include up to two scenarios to estimate the GHG impacts of various strategies and <br />high-level estimates of implementation cost for one scenario. This analysis will not <br />include detailed engineering studies required for developing infrastructure plans or other <br />purposes. <br />
