XCEL ENERGY PARTNERS IN ENERGY Memorandum of Understanding Plan Development Phase • Preparation of one presentation to Council at 50% of project completion to garner feedback on strategic direction. Virtual attendance of Council session to support presentation. • Professional facilitation of up to 4 virtual focus groups/key informant interviews, including online meeting platform to host interviews. • Development of the documented Plan within 9 months of the City of Louisville and Xcel Energy signing this Memorandum of Understanding. This document will incorporate inputs from the stakeholder group, Council, LSAB, and community feedback and will be accessible to the community. • Preparation of one presentation to Council at 100% of project completion to garner Plan approval. Virtual attendance of Council session to support presentation. Although participation in the Plan Development phase of Partners in Energy requires no monetary contribution, the City of Louisville does agree to provide: • A single contact point to lead participation of the community in this planning process, including recruitment of a Community Decarbonization Stakeholder Group (stakeholder group), participation in regular check -in meetings, and coordination of planning meeting logistics. This may include support in developing workshop agendas and materials, and follow-up work between workshops. • Provision of meeting spaces to hold in -person stakeholder group workshops. Integration of existing community and/or regional plans, programs, or initiatives that could be leveraged in successful development and delivery of this plan. This includes but is not limited to: the Comprehensive Plan update, Internal Decarbonization Plan, Bounder County Regional Transportation Electrification Plan, and Front Range Beneficial Electrification Network. Alignment with Comprehensive Plan efforts includes integrating decarbonization survey questions into larger community survey, leading tabling outreach at open house events, and summarizing key stakeholder feedback and themes into the decarbonization planning process. • Commitment to ensuring community engagement throughout the planning process. This will include supporting a presentation to LSAB, leading one presentation to Council at 50% of plan completion, and leading integration with Comprehensive Plan Outreach. • Good -faith evaluation of the recommendations and analysis provided, as well as fair consideration of the potential strategies and tactics identified to ensure alignment with the community's goals and priorities. • Timely review of the Plan document, as well as shepherding the completed plan through stakeholder group and Council review process. This will include a presentation to City Council to present the final plan. • Commitment to delivering an actionable and complete Plan within a 9-month timeframe of the City of Louisville and Xcel Energy signing this Memorandum of Understanding. • Public distribution of work products developed with the support of Xcel Energy's Partners in Energy. 2
