<br />AUDIENCE COMMENTS <br />APRIL DATULLO - CAT <br /> <br />CITY ATTORNEY REPORT <br />CODIFICATION <br /> <br />ORDINANCE READING <br /> <br />ORDINANCE #556 - ZONING <br />SECOND READING <br />PUBLIC HEARING <br /> <br />July 19, 1977 <br />Minutes - page 4 <br /> <br />Ms. April Datu110 came before Council and <br />explained that her cat had been trapped and <br />taken to the Humane Society where the City <br />code enforcement officer signed an immediate <br />release for the cats disposal which was <br />followed through. <br />She stated that they notified the police on <br />Saturday and were informed that the cat had <br />been brought to the Humane Society on Friday. <br />When they went to pick it up on Monday the <br />cate had already been destroyed and they <br />requested that the matter be checked into <br />as to where Mr. Cronce had the authority <br />to give immediate release on the animal <br />without giving the owner a chance to claim it. <br />She suggested that some type of ordinance <br />be drafted to protect domestic cats. <br />Mr. Wurl stated that he did not know what <br />the exact regulations on the waiting period <br />at the Humane Society was and also _stated <br />that he would check about Mr. Cronce's actions <br />and get back with her. <br /> <br />Attorney Joss stated that the new copies <br />of the code will be sent out on July 27, 1977. <br /> <br />Mr. Joss informed Council that the Legis- <br />lature has passed a state statute that re- <br />quired municipal ordinances be published <br />in full on first reading and upon final passage <br />they need only to be published by title on1y_ <br />indicating the date of full publication. <br />That statute became effective on July 1, 1977. <br /> <br />Attorney Joss read Ordinance #556 on zoning <br />changes on second reading by title only. <br />Mayor Waschak opened the public hearing. <br />There were no comments for or against, the <br />public hearing was closed. <br />Attorney Joss stated that the public notices <br />and ordinance had been published the correct <br />amount of time and noted that a portion of <br />the ordinance dealt with horses in resi- <br />dential areas. <br />City Planner Drumm stated that at the pre- <br />sent time horses are allowed in the City on <br />1 acre per horse limits. The change would <br />restrict that the horses would be allowed <br />only in residential estate zones. <br />Councilman DelPizzo stated that he did not <br />like the idea of horses being allowed within <br />the City in any area. <br />
