<br />Minutes page 4 <br />May 3, 1977 <br /> <br />ORD. #551 CONTINUED <br /> <br />Councilman DiCarlo stated that the pro- <br />posed ordinance was des criminatory against <br />the nonmetered users. <br />Councilman Domenico felt that the ordinance <br />was a dictatorship. <br />Mayor Waschak stated that some time back <br />this issue was discussed and it was his <br />feelings that Council felt anyone wasting <br />water should be put on meters and now <br />the remarks are completely opposite. <br />Councilman DelPizzo stated that he was never <br />in favor of installing water meters and <br />felt it should be put to the vote of the <br />people. He stated that the old people <br />should not be punished for the new <br />developments. <br />Councilman McDonald stated that if people <br />are not trying to conserve water then they <br />should be forced to install a meter and <br />pay for what they are wasting. <br />Councilman Caranci stated that he felt the <br />ordinance was good and that all other <br />cities around us are going with meter; <br />he felt that the City should also begin <br />to install meter to conserve water. <br />Councilman Domenico stated that people on <br />meters waste water. <br />Mr. Wurl stated that they are paying for <br />the water and also the person who is on <br />a flat rate may be wasting twice as much; <br />however, there is no way to tell. <br />Councilman DiLorenzo stated that meters <br />are fair and she is installing one at her <br />home. <br />Councilman DiCarlo stated that maybe the <br />gallonage for people on meters should be <br />dropped to 5,000 gallons maximum for $5.50. <br />Mr. Wurl stated that may be a good idea. <br />Councilman DelPizzo stated that it might <br />be best for the City to stop annexations <br />if the old people of the City have to <br />be penalized for the new developments. <br />Councilman DiCarlo stated that the old <br />timers did bring in the water, yet years <br />from now they will not be the ones around <br />and then what happens? <br />Mr. Wurl stated that even if the City <br />doesn't grow any larger, it still does <br />not call for wasting water as that is not <br />the right thing to do. <br />Mr. Wurl stated also that even though the <br />old timers started the system, when a <br />person moves into the City now, he is <br />buying into the system with tap fees much <br />higher then in years past. <br />
