May 3, 1977 Minutes page 5 ORDINANCE #551 CONTINUED Councilman Caranci stated that the City needs to have something done about the sprinkling system at the park as the water runs down the street heavily when the system is: on. Mr. Wurl stated that they are hard to control especially when the wind picks up. He stated that the only way to control it would be to hand water the park. After comments Attorney Joss formally introduced Ordinance #551, with all mem- bers of council having a copy of the ordinance for their review and files. Councilman Caranci moved that Ordinance #551 with the changes in section 13-1-20 changing sprinkling restrictions to "watering restrictions" and in section 13-1-23 the word "may" be changed with the word "will" be metered... and section 3 become effective immediately on adoption of the ordinance. Seconded by Councilman McDonald. Councilman DelPizzo moved that the motion be amended to remove section 23 from this ordinance and leave it as it stands in Ord. #401. Seconded by Councilman Domenico. Roll call on amend- ment: Domenico yes, DelPizzo yes, DiLorenzo no, McDonald no, Caranci no, DiCarlo no. Motion defeated. Roll call was then taken on motion as presented by Councilman Caranci. Domenico no, DelPizzo no, McDonald yes, DiCarlo no, Caranci yes, DiLorenzo yes. The Mayor could not vote; therefore, the motion to publish the ordinance was defeated. Councilman DiCarlo asked what the cost was for the water meters. City Clerk Santilli stated that the cost of the materials is about $125 and private contractors do the work which is running about $100; she also stated that there were about 745 metered users in the City and 703 non metered users. Councilman Domenico stated if the City is so hot on water meters he would like to move that there be a moratorium on growth in the City. Seconded by Councilman DelPizzo. Roll call Domenico yes, DiCarlo no, DelPizzo yes, DiLorenzo no, McDonald no, Caranci no. Motion defeated.
