CONT'D <br /> <br />either by Resolution or Ordinance. <br /> <br />Councilman DiCarlo asked if Mr. Helart's <br />recommendation was to adopt the financial <br />plan as presented. <br /> <br />Mr. Helart stated that for Parks & Rec. to <br />be a viable concept in the City, this type <br />of planning must be done, and again <br />emphasized the recreational program should <br />be self supporting. It is of concern to <br />him and the Board, without an earmarked <br />fund of some sort continual development of <br />additional facilities and parks develop- <br />ment will probably disappear. <br /> <br />Mr. Conarroe asked why the situation <br />couldn't be left as is. <br /> <br />Mr. Helart stated that it would work in <br />the future, and his present request is <br />to leave Ordinance #416 as is. <br /> <br />Mr. Conarroe stated that the proposal was <br />just switching of funds. <br /> <br />After discussion Council agreed no action <br />be taken on the proposal until the <br />public hearing on January 18, 1977. <br /> <br />PUBLIC HEARING <br />$200,000 C.D. <br />GRANT MONEY <br /> <br />Dennis Lundberg, LURA Chairman stated that <br />3 public hearing had been held regarding <br />citizen's input for C.D. money, 3rd Year <br />Program in the amount of $207,663.48 for <br />1977. <br />He gave Council invormation on the <br />recommendation after review and compilation, <br />list as follows: <br /> <br />l. <br />2. <br />3. <br />4. <br />5. <br />6. <br />7. <br />8. <br /> <br />Storm Sewer continutation <br />Rehab of homes <br />Street Overlay <br />CD Audit <br />Administration <br />Contingency <br />Public restrooms <br />Parks & Memory Sq.
