DelPizzo for
the rezoning of property described in
said petition dated November 6, 1975.
Seconded by Councilman Domenico.
It was stated to Council that according
to Federal Guidelines, H.D.D. can not
apply grants to property that is zoned
commercial which would be the case if
the zoning is changed.
Mr. George Lybarger and Mr. Nick DelPizzo
were in favor of the rezoning request.
Mr. Alex Mares stated that he had a
business in that location and asked if
the zoning stays residential would he
be able to enlarge his business.
It was stated that he would be allowed
to continue his business however, he
would not be allowed to enlarge it.
Mrs. Suzy Westbrook spoke against the
rezoning.
Mrs. Cleo Mudrock stated that her daughter
lived in the area in question and that
she was able to get a grant for housing
rehab, and this would not have been
possible if the zoning was changed.
Councilman DelPizzo stated that the
majority of people who wanted the re-
zoning should be considered.
Councilman McDonald objected to the re-
quest as she did not like the fact of
mixed housing and business and that
federal funding could not be applied.
Councilman Domenico felt the Zoning should
have been reviewed before the construction
of the fire house and the industrial park.
He felt that the citizens request by
petition should also be considered
Attorney Morris was asked if Councilman
DelPizzo was eligible to vote on the motion
since he was the applicant?
Attorney Morris stated that it was his
feelings that there would be a conflict
of interest; therefore, Mr. DelPizzo
should not be allowed to vote.
Councilman DelPizzo disagreed with Attorney
Morris stating that he was a representative

-4-
