Planning Commission <br />Meeting Minutes <br />June 8, 2023 <br />Page 5 of 6 <br />people coming and 8 people going, that would be 8 spaces if they were all driving <br />on their own. Four spaces was not based on the worst -case scenario and was a <br />middle ground. <br />Baskett stated she was not trying to control people's driving behavior by limiting <br />spaces, but that when those spaces were not used there was a lot of asphalt in <br />suburban communities. <br />Brauneis added that asphalt also created a heat island effect. <br />Choi stated that they should be concrete or of a certain Solar Reflectance Index <br />(SRI) rating as opposed to asphalt. <br />Brauneis stated he did not think that would be relevant for this resolution. <br />Krantz stated that Commissioner Choi's suggestion could be a City Council Work <br />Plan item and to see if the Louisville Sustainability Advisory Board (LSAB) was <br />interested. She added that she thought the staff analysis was logical but also <br />thought that she did not see a negative consequence for going for a lower <br />minimum, since a developer would be motivated to put in an adequate number of <br />parking spaces since it was in their interest to do so. <br />Discussion of the number of spaces per ADA and EV charging requirements. <br />Howe suggested requiring 3 spaces plus an ADA space as a minimum. <br />Zuccaro replied that the review process might result in more parking spaces to <br />meet those requirements but he would want to study the issue more. <br />Brauneis asked if the Commission thought there needed to be additional <br />research. <br />Howe replied that it seemed that they were trying to set a minimum requirement <br />and that market demands would set the success of a business. He did not think it <br />would make that much of a difference between 3 and 4, but to remember that <br />they were trying to set a minimum. He noted that the resolution included <br />additional parking for restaurant, spectators, et cetera. <br />Public Comment: <br />Josh Cooperman, Louisville resident, recommended that the resolution include a <br />minimum for hard parking and also a minimum bicycle and electric bicycle <br />parking. <br />7 <br />
