Planning Commission <br />Meeting Minutes <br />August 10, 2023 <br />Page 4 of 14 <br />Krantz loved the idea of preserving the historic home and liked the compromise struck <br />by the applicant and the City. She acknowledged the public comments and asks staff to <br />bring up the diagram of the site to alleviate concerns. <br />Baskett was not concerned with the width of the lot and expects that the applicant and <br />architect will do something fitting with the neighborhood. She thinks infill housing <br />development is needed and appropriate. <br />Moline echoes Baskett's comment, saying it is an opportunity to gain one housing unit. <br />He is supportive of the application. <br />Howe both thinks it is beneficial to downtown and is sympathetic to the neighbors' <br />concerns. Based on the site map, he thinks that it is reasonable given the layout of the <br />adjacent homes as long as setbacks are conformed to. The property will be constrained <br />by lot size so the new house will not be huge. He does not anticipate privacy being an <br />issue. He is in support of the application. <br />Brauneis is in favor of the application and suggests that it is not all that inconsistent <br />with the neighborhood. He thinks that the landmarking is significant. <br />Howe moved and Moline seconded a motion to approve Resolution 15, Series 2023. <br />Motion passes unanimously by a roll call vote. <br />B. Louisville Municipal Code Amendment — Concept Plan Review Process — <br />Consideration of Resolution 16, Series 2023, amending Title 17 of the LMC <br />establishing a Concept Plan Review process the City of Louisville. <br />Applicant: City of Louisville <br />Case Planner: Rob Zuccaro, Community Development Director <br />Brauneis opened the public hearing. All notice was met as required and there is no <br />commissioner conflict of interest. <br />Staff Presentation: <br />Zuccaro introduced the proposed code amendment, explaining that a concept plan <br />review process is included on City Council work plan in 2023. He mentioned that one <br />comment was received in the afternoon of this meeting. Zuccaro said that the idea is to <br />add a new step prior to a receiving a full planning application, to provide the opportunity <br />for an early review by City Council, so that the applicant can get clarity on City policies <br />and receive direction from Council before making a full application.
