He felt the money should be drawn from the reserve fund. <br /> <br />Councilor Dalton stated there should be some specifics, and some cuts. <br /> <br />Mayor Pro Tem Marsella felt 1there should be conservative spending in the 2009. <br /> <br />Councilor Muckle felt the Council must be serious about the budget analysis and <br />suggested a $400,000 - $600,000 decline in the General Fund Balance was <br />acceptable. There was Council consensus. <br /> <br />Deputy City Manager Balser stated the Council will be asked to consider their <br />preference on budget cuts. <br /> <br />How can we improve the budget and other decision making processes to <br />make the best use of limited time and resources? <br /> <br />Council Discussion: Mayor Sisk pointed out the budget process involves critical <br />issues and decisions on the €!ssential services the City provides. <br /> <br />City Manager Fleming asked Council for a target amount for the 2009 budget and <br />noted specific actions must be taken. He stated Council may wish to consider <br />the citizen survey results. <br /> <br />Council discussed the capital improvement budget, which safeguard public <br />investments. <br /> <br />Councilor Dalton stated the Council may have to consider a ballot issue to <br />increase revenues. <br /> <br />Public Comment: Michael Menaker, 1827 Choke Cherry Drive, Louisville, CO felt <br />the projections on revenue and expenditures were accurate. He urged Council to <br />place a property tax increase question on the November ballot. He felt a property <br />tax would be a long-term action for a long-term problem. <br /> <br />John Leary, 1116 LaFarge Avenue, Louisville, CO requested the 1 % of sales tax <br />dedicated to Capital Projects include maintenance. <br /> <br />Actions to Address Widening Structural Deficit and Establish Sustainable <br />Service Levels: City Manager Fleming reviewed the Guiding Principles: <br /> <br />. Provide high quality core services; do it well or don't do it; <br />. Talented, motivated, well-trained employees are the City's most important <br />asset; <br />. Maintain our investments; <br />
