<br />City Council <br />Special Meeting Minutes <br />June 23, 2009 <br />Page 5 of 7 <br /> <br />· Don't expect short-term actions to resolve long-term problems; <br />· The price for discretionary services should reflect the users' willingness <br />and ability to pay; <br />· Share information and ask employees, residents and businesses for their <br />input and remember that Leadership is what they expect from us. <br /> <br />Council Discussion: Mayor Pro Tem Marsella supported the guiding principles. <br /> <br />Councilor Clabots suggested the City's fee schedules be re-evaluated. Councilor <br />Muckle noted some City services do not require a fee, such as entry to the public <br />library. He did not support adding such fees. Mayor Sisk agreed and stated it is <br />an issue of a community values. <br /> <br />Mayor Pro T em Marsella statl3d every City service will not pay for itself. <br />Councilor Yarnell suggested looking at services the public is willing to pay for. <br /> <br />City Manager Fleming suggested service priorities be established; the City <br />expand continuous improvement efforts through benchmarking and assessment <br />of organizational efficiency and effectiveness; and continue public involvement <br />activities. He also suggested the City explore fee and tax increases. <br /> <br />Mayor Sisk stated the citizen requests for additional services will have to be <br />carefully evaluated and noted it may be a case of giving up one service to <br />provide another. <br /> <br />Recess: Council recessed at 9:45 a.m. and reconvened at 10:00 a.m. <br /> <br />Review list of possible actions to balance the budget and brainstorm <br />additions to the list. City Manager Fleming requested Council discussion on <br />what action should be taken to balance the budget. <br /> <br />Council Discussion: Mayor Pro Tem Marsella voiced her support for directing <br />Department Heads to cut 10% from their General Fund budget. <br /> <br />Mayor Sisk requested the City look at business contributions. <br /> <br />Councilor Dalton inquired about the 10% reduction in the general fund and asked <br />whether employee furlough days and pay cuts have been considered. City <br />Manager Fleming stated it is one of the considerations, but noted it is not a <br />solution for a long-term problem. <br /> <br />Councilor Sackett did not support cutting any City sponsored events, such as the <br />Shop Louisville Campaign, the Street Faire, Parade of Lights, Fall Festival and <br />the 4th of July celebration. Councilor Clabots noted those events are good for the <br />economy and bring customers to the local restaurants and businesses <br />
