<br />City Council <br />Meeting Minutes <br />July 21,2009 <br />Page 8 of 9 <br /> <br />COUNCIL COMMENT <br /> <br />Mayor Sisk stated the $300,000 additional expense for this project was <br />discussed by the Finance Committee and although concern was expressed, <br />there was consensus that gn~ater problems would occur if the project wasn't <br />completed. <br /> <br />Councilor Muckle asked if the HV AC system replacement was anticipated, but <br />not budgeted in 2009. Public Works Director Phare explained the City received a <br />high efficiency grant to replace the PoolPak, which required getting the <br />equipment up to standards. He noted there were also previous code and <br />deficiencies issues. <br /> <br />Councilor Muckle asked Parks and Recreation Director Stevens what projects <br />would be deferred. Parks and Recreation Director Stevens stated this is a typical <br />remodel job with a lot of surprises. He identified what projects could be delayed <br />in the Parks and Recreation CIP budgets and prioritized the roof, HVAC and the <br />PoolPak. The parking lot resurfacing was reprioritized to 2010. <br /> <br />City Manager Fleming explained the CIP is a five-year plan, which addresses <br />projects throughout the City. He noted the projects are being reprioritized. Staff's <br />recommendation to Council was to reject all bids for the Recreation Center <br />mechanical system replacement and authorize Staff to negotiate with the bidders <br />for a revised contract amount not to exceed the low bid price of $575,000. <br /> <br />Public Works Director Phare stated in the negotiation process, if Staff believes <br />negotiations will not be succE~ssful there are other courses of action. Bids can <br />be taken for just the PoolPak installation, and then for the roof installation. He <br />requested Recommendation No.2, be modified to allow Staff to negotiate for a <br />"contract" and the word "bidders" be struck. The final recommendation was to <br />authorize the Mayor to approve and sign a contract with the revised amount. <br /> <br />MOTION: Councilor Sackett moved the Council reject all bids for the Recreation <br />Center Mechanical System Replacement and authorize Staff to negotiate with <br />the bidders for a revised contract amount not to exceed the low bid price of <br />$575,000. Councilor Dalton seconded the motion. <br /> <br />City Attorney Light requested a friendly amendment to the motion to include the <br />modifications on Staff Recommendation 2, which authorize Staff to negotiate for <br />a "contract" and strikes the word "bidder"; and authorizes the Mayor to execute <br />the contract. Councilor Sackett and Dalton accepted the amendment. <br /> <br />VOTE: Roll call vote was taken. The motion carried by a vote of 7-0. <br />
