<br />COLORADO GEOLOGICAL SURVEY <br />cont'd <br /> <br />impression that the state was going to <br />set up guidelines as to the type of <br />development that could be constructed <br />on land with certain hazards, as of yet <br />nothing has been received. <br />Mr. Rogers stated that he has been trying <br />to come up with the guideline recom- <br />mendations and stated that the only <br />way you will be able to know for sure <br />is with extensive drinnling and testing. <br />Mr. Wurl asked Mr. Rogers what the state <br />will accept as an extensive study. <br />Mr. Wurl also asked if there was some type <br />of report which could be distributed to <br />developers, cities, or any interested <br />party so they could determine exactly <br />which land is designated as subsidence <br />areas and what tests are needed to <br />satisfy the state requirements. <br />Mr. Rogers stated that no one will ever <br />know for certain if subsidence will <br />occur or not. <br />Mr. Wurl asked Mr. Rogers if a geologist <br />is in disagreement with the state, what <br />does the state do. Mr. Rogers stated <br />that the state informs the municipalities <br />of their feelings and if the community <br />decides to do otherwise the burden then <br />falls on the City. <br />Mr. Wurl introduced Mr. Charles Robinson, <br />Geologist, who did an extensive study <br />on Sproul and preliminary studies on <br />Mizel. <br />Mr. Wurl asked Mr. Robinson how much money <br />he felt it would cost a developer to <br />do a test that would satisfy the state. <br />Mr. Robinson stated that he did not <br />feel he could do an extensive study that <br />would satisfy the state. <br />Mr. Robinson stated that he felt a line <br />has to be drawn somewhere as to what is <br />an acceptable risk. He stated that he <br />had to disagree with Mr. Rogers state- <br />ment that with a void space instability <br />exists and cave ins will occur until <br />stabilit results. <br />Mr. Robinson also stated that he did not <br />know of a geophysical method which is <br />adequate to measure the void space under- <br />ground in the depths of the mines. He <br />stated that these factors can be measured <br />but he felt not to the extent that the <br />state is requesting. <br /> <br />-5- <br />
