<br />RICKMAN COMPLAINT <br /> <br />MR. Lawrence Rickman stated that approximately <br />1:30 a.m., September 1,1975, two police <br />officers went to his sons home and instructed <br />Mrs. Edie Rickman to go with them without any <br />reason. He stated that the other officer <br />was checking the garage for arson material. <br />He stated his objection to this procedure <br />and wanted actions by the police department <br />explained. <br />Councilman Berry asked Mr. Rickman to speak <br />with Chief Munger for an explanation and then <br />go to Mr. Wurl if not satisfied with Chief <br />Mungers report. If need be Mr. Rickman is <br />to write a letter requesting a hearing by <br />the Police Commission. <br />Councilwoman Dhieux requested that Mr. Wurl <br />speak with Chief Munger to discuss the <br />incident and make a report for Council. Mr. <br />Rickman was asked to do the same. <br />Mayor Waschak stated that he would like to <br />have everyone involved present at the time <br />of discussion and felt that the matter should <br />be handled by the Police Commission. A <br />Police Commission meeting was scheduled on <br />September 4, 1975 to discuss the matter. <br /> <br />AMERICAN HOME BUILDERS REQUEST <br /> <br />Mr. Wurl stated that American Home Builders <br />would like to discuss with Council a portion <br />of land north of their development for possible <br />annexa ti on. <br />Mr. Con Gurtis explained to Council that they <br />are nearly finished with the development of <br />their present annexation and had looked into <br />the possibility of acquiring other property <br />for possible annexation to the City. He <br />stated that the property they found to be <br />most acceptable was directly north of their <br />present subdivision. He stated that they <br />do have an option on the land. <br />Mr. Gurtis stated that American Builders <br />would like to have from Council a showing <br />of interest to continue the study on the <br />property for possible annexation. <br />Mr. Wurl stated that the plan update does <br />show this portion of land as green belt. <br />Mr. Wurl stated that with all of the hazard <br />area noted he felt that the Planning Com- <br />mission should review the plan update as he <br />did not know how the state planned on en- <br />forcing the hazard areas as in the present <br />it may not be possible to develope the areas <br />as planned. <br /> <br />11. <br />
