<br />TAP FEE INCREASE cont'd <br /> <br />Mr. Collier representing 1st Federal Invest- <br />ment Company stated that they had prepaid <br />140 taps and they intend to have service as <br />soon as their projects are ready. Mr. <br />Wurl informed Mr. Collier that he would have <br />his services. Mr. Collier stated that other <br />Cities pass bond issues to cover water <br />projects. Mr. Collier stated that he felt <br />the service expansion fee was another tap <br />fee added on. <br /> <br />,After the two presentations by the developers <br />;Mr. Wurl reviewed the information that was <br />requested by Council. He stated that the City <br />got information from eleven other Cities on <br />their tap fees and construction cost to build <br />a home equivalent to a Wood Brothers home and <br />also an apartment building as 1st Federals. <br />This information was tallied and given to <br />Council. Mr- Wurl stated that with the <br />l~xception on one single family dwelling, <br />l.ouisville is the most expensive place to <br />build a home or apartment unit. <br />11r. Wurl gave a sunnnary of items that had <br />been purchased in the past few years which <br />"i~ould help the new developments as well as <br />the old City. <br /> <br />11r. Collier stated that at the time of pur- <br />chase of taps Council informed the developer <br />that there would be sufficient water to <br />service the development. <br /> <br />~1r. Bacon of Wood Brothers stated that he <br />did not recall every being told this state- <br />ment regarding water. <br /> <br />~1r. Wurl stated that 1st Federal was to get <br />100 taps and they received the additional <br />L~O taps because Continental View Estates was <br />not ready to utilize them. <br /> <br />~rr. Collier stated that he remembered that <br />1st Federal was approached to buy 100 more <br />taps 50 to be paid at that time and 50 to <br />be paid one year from then. He stated that <br />the company felt the City was in financial <br />difficulty and they did not want to invest <br />amy more money in the City. <br /> <br />~rr. Wurl stated that 1st Federal was not <br />approached with that proposition because <br />the City would not accept that. <br /> <br />Councilwoman Scholl stated that she felt it <br />w'as right for the City to use a portion of <br />the money which was received from the devel- <br />opers for City materials that were needed, <br />however, she did not anticipate the whole <br />amount being spent on these items. <br />
