TAP FEE INCREASE cont'd

Mr. Wurl st~ted that the money was being
spent to imwrove facilities that the devel-
opments will need too.

Councilman IDomenico stated that he remembered
it being said that the money would be spent
for other things also and that the money
'would not be ear marked. He also stated that
,Jerry Maxwell was at the meeting when 1st
Federal first same in on the annexation.
He stated that the develooers were informed
that the tap fees would b~ rising and that
they could get prepaid taps.

Hr. Shelton stated that the tap fees were
increased during the process before the final
hearing for the annexation. He stated that
they were advised of the future increase
but there was no discussion or prepaying the
fee until annexation was complete.

Councilwoman Scholl stated that if the City
turns down the chance to get the extra fee
it could never go back and get that money,
but the developer can some way make up for
their loss. Wurl stated that if a slight increase is
passed it will probably be a short while and
the issue will come up again.

Councilman Dpmenico stated that the taps
should be increased at a substantial amount.
He stated that he could not recall any agree-
rr~nt that was made with 1st Federal and
Council as Mr. Collier had stated.

Councilman Berry stated that the increase of
the tap fees would be about 50%. He felt
everything i$ going up and the City should
not be any different. The developers have
the opportunity to purchase taps before the
Ordinance goes through. He felt that other
Cities will soon be raising their tap fees
also.

Councilwoman Scholl felt that the increase
should be done now and she stated that she
would not accept any compromise as a little
now and then a raise in the near future be-
cause the same problem will again be there
to deal with. Councilwoman Scholl asked
Councilman ndmenico if he was in favor of the
