City Council <br />Study Session Summary <br />July 14, 2009 <br />Page 3 of 4 <br />Local Licensing Authority (LLA) <br />Staff and LLA members presented an overview of 2008 accomplishments and <br />2009 Goals. <br /> The 2008 Annual Report was discussed with Council. At this time there are <br />approximately 50 licensees within the City. This year licensed businesses have <br />been very positive and compliant. Partnerships are collaborative; for example <br />the Police Department provides TIP training to businesses. Of note is the Police <br />Department’s willingness to expand the control area of the Street Faire, and this <br />has resulted in positive interactions within the downtown area. The innovative <br />seating arrangements in downtown have also contributed to the positive <br />experience. The Louisville Police department stepped up when the County cut <br />training due to budget cuts. Quality people currently serve on the LLA board, <br />and members established great relationships with the City staff. Future <br />partnerships include additional coordination with the Lafayette Police Department <br />– sharing facilities and instructors.Issues are being approached in a cooperative <br />and positive manner with business. Councilors stated the best decision was to <br />appoint individuals with experience and knowledge in this area, rather than <br />having the Council involved. The Liquor Licensing board operates with a great <br />framework. <br />Mc Caslin Interchange Landscape Concept Design <br />Superior staff presented an overview of concept designs for the McCaslin <br />Interchange. Superior wishes to invest in the public infrastructure and improve <br />the physical appearance of the interchange. The designs will help upgrade the <br />experience of visitors and commuters using the interchange, and in the transition <br />experience passing and getting off of the highway. Designers are in the process <br />of soliciting feedback and ideas in order to have a more integrated approach for <br />the design. 2010 improvements are planned by Superior. Design options range <br />from $40,000 to $300,000 dollars. Superior is not dependent on Louisville for the <br />planned design improvements. Louisville and Superior staff understand that the <br />two communities may not be at the same point. Several concept designs were <br />reviewed. <br />The ideas discussed include a phased approach, as well as a budgeted funding <br />to begin next year. Superior wants to put in place the ultimate vision, and then <br />plan the landscaping design in phases.Louisville and Superior staff discussed <br />how Louisville will deal with the Northwest quadrants.Other issues need to be <br />resolved, for example moving the intersection to the North and allowing for left <br />hand turns.
