<br />c) There was a fair amount of discussion about agreements between the city <br />arts groups regarding Art Center usage. Included in that conversation <br />were statements that indicated that all involved "got used to operating <br />under terms (of the agreements) without renewing formally." <br />d) The old full-year scheduling system worked better for most groups than <br />the recently implemented half-year system. <br />e) The conversation during the meeting can be characterized as clear and <br />direct, but with what one participant later characterized as a "friendly <br />positive atmosphere." <br />7) Subsequent Steps: The chair intended to circulate a draft report shortly after <br />the meeting and prior to submission to the LCC, but did not accomplish that. <br />This report is being submitted for circulation and posting prior to the August <br />20,2009, meeting of the LCC and will also be sent to those who participated <br />on May 11. In the interim between the May 11 task force meeting and now <br />(August 11), the LCC has had only one full board meeting, largely a <br />consequence of summer scheduling issues. During that time: <br />a) Lynn Fleming, of CCCT, indicated that there are additional documents <br />which may be available related to the Arts Center and history of <br />agreements and its use from Pasco Scarpella. <br />b) Participants and a couple of LCC members have offered additional <br />comments via e-mail. <br />i) The building is often left "filthy," probably a result of heavy use. <br />ii) The kitchen, the only room suitable as a "green room" for performers, <br />is often dirty and cluttered with trash and children's toys, making it very <br />difficult to use as a green room. Potential responses may need to <br />include: <br />(1) Increased consideration of users for those who follow their use. <br />(2) Reasonable and clear requirements for the condition in which user <br />groups must leave the building. <br />(3) Meaningful enforcement of such requirements. <br />iii) Since the Art Center is the only City-supported performance venue, <br />should performance take priority in scheduling the facility? <br />iv) Similarly, since the Art Center is in great demand, would it be <br />reasonable to limit the length of time anyone group can occupy the <br />facility; e.g., two consecutive weeks within a month? <br />v) Weekends (Friday evening through Sunday evening) are prime time for <br />performances: Should the Art Center be reserved for performances on <br />weekends? <br /> <br />August 11, 2009 <br /> <br />Art Center Usage Report <br /> <br />Page 4 of 6 <br />
