<br />Davidson called for staff introduction. <br /> <br />Paul Wood, Planning Director, stated that the applicant is requesting an amendment to a Final PUD <br />Development Plan to authorize an increase in approved square footage from 12,000 sf to 14,206 sf <br />dedicated exclusively to non-medical use. Lot 4A is part of the Century Office Park Final PUD <br />which was approved in 1995. The site plan is strong and staff feels the proposed plan is improved <br />from the original PUD. Staff feels that the proposed building heights, materials, colors, and <br />architectural design are in compliance with the approved PUD. The required open space for this lot <br />was 27.4%; but that has been increased to a total of33% with this plan. The approved civil plans for <br />Century Office Park propose a retaining wall, of variable height, to run parallel along the full length <br />of the east property line. The wall will be located within a 6' wide strip of land between the private <br />drive and the east property line. Revised civil plans reflect that the highest point of the retaining wall, <br />which is approximately 80' south of the north property line, from grade to top of wall is <br />approximately 3 and one-half-feet, a decrease from four and one-half to five-feet. The adjoining five <br />and one-half-foot privacy fence located on the common property line will screen, from the east, the <br />full length of the retaining wall along the property line. Staffhas communicated to the applicant that <br />there is a conflict between the location of the platted easements on lot 4A and the final landscape <br />plan approved for Century Office Park. There is a 20' wide platted drainage and utility easement' <br />which runs adjacent and parallel with the west property line of 4A, and a ten-foot easement along <br />the north property line. Staff has verified with the Public Works Department that there are no City <br />utilities within the easement. In an effort to retain the landscaping and maintain a viable width of <br />easement in the event it is needed in the future, staff requests that the landscape plan be revised to <br />move the trees to the west as far as possible and then require the applicant to dedicate, by separate <br />inptrument, a grant of easement to the City for an additional three to four-feet. The landscape <br />materials along the north property line can be relocated outside the easement without further <br />amendment. The Planning Commission approved the resolution with conditions modifying the <br />landscape plan and requesting a materials board to include a sample of the stain color which will be <br />utilized in the concrete retaining wall. Wood was then available to answer questions. <br /> <br />Davidson called for the applicant's presentation. <br /> <br />Chris Greenwald, PCB Construction Company, was available to answer questions. <br /> <br />Davidson called for Council comments and questions. <br /> <br />Keany stated that the original plan identified one of the tenants as a printer and asked if that tenant <br />still intends to locate here. Keany indicated that if there was a printer locating in this development, <br />he would have to excuse himself from the discussion due to a conflict of interest. <br /> <br />Greenwald replied that a printer will not be locating in this development. <br /> <br />Keany suggested the applicant provide additional landscaping along the retaining wall to help screen <br />and break up the visual impact of the wall's length. <br /> <br />8 <br />
