Davidson excused himself as he is an employee of a subcontractor working at Rocky Flats. He turned <br />the meeting over to the Mayor Pro -tem Chuck Sisk. <br />Heather Balser, Management Assistant, combined her comments on Resolutions No. 21 and 22. She <br />explained that the two resolutions are first and second amendments to the First Amended <br />Intergovernmental Agreement establishing the Rocky Flats Local Impacts Initiative. The first <br />amendment to the IGA extended the termination of the IGA from December 31, 1997, to July 1, <br />1999. The second amendment changed the status of Rotating Party to Permanent Party for the Town <br />of Superior., The Town of Superior wanted its involvement with the Initiative on a full -time basis <br />rather than on a rotating basis. Approval of the amendment was conditioned upon unanimous <br />approval of all permanent parties to the IGA. The City of Boulder was expected to replace Superior <br />as a participating Rotating Member, with the term expiring at the end of 1998. <br />Sisk called for Council comments or motions. <br />Sisk asked Lathrop, as a the City's representative to Rocky Flats, if he supported this. <br />Lathrop supported this and felt it was warranted. <br />Lathrop moved that Council approve Resolution No. 21 and Resolution No. 22, Series 1997, <br />seconded by Howard. <br />Mayer was concerned that Louisville was taking a diminution of interest relative to Superior, with <br />Louisville having less status in the final negotiations on the final disposition of the land. He wondered <br />Why Louisville would take a back seat to Superior concerning Rocky Flats. He felt the reason they <br />wanted full time interest was for economic development benefits which affects everyone. <br />Lathrop pointed out that the four communities have been on rotating basis with Louisville's turn <br />being the first year. He did not feel Louisville would be taking a back seat. <br />Sisk suggested voting on Resolution No. 21, Series 1997, first.
