Boulder County Comprehensive Plan <br />Transportation Element Update <br />N O V E M B E R 2 0 0 9 <br />GOALS: <br />ENSURE EFFECTIVE <br />AND EFFICIENT <br />MANAGEMENT OF <br />THE EXISTING <br />TRANSPORTATIO <br />SYSTEM <br />MINIMIZE <br />ENVIRONMENTA <br />IMPACTS <br />ENSURE SAFETY <br />FOR ALL MODES <br />SUPPORT A <br />HEALTHY A <br />SUSTAINABLE <br />ECONOMY <br />ENSURE <br />EQUITABLE <br />ACCESS TO THE <br />TRANSPORTATION <br />SYSTEM <br />ENHANCE <br />COUNTY <br />IDENTITY AND <br />COMMUNITY <br />CHARACTE <br />Background <br />The Transportation <br />Element is one of nine <br />elements represented in <br />the Boulder County Com- <br />prehensive Plan (BCCP). <br />It establishes countywide <br />goals for the transporta- <br />tion system and provides <br />overall policy direction <br />for transportation facili- <br />ties and services provided <br />by the County. This in- <br />cludes roads, transit, trails, <br />Purpose <br />As the county has experi- <br />enced significant changes in <br />demographics and travel <br />patterns since the last up- <br />date to the BCCP Trans- <br />portation Element, the <br />world has likewise experi- <br />enced changes. Boulder <br />County along with many <br />others have developed a <br />greater awareness of the <br />impacts individual actions <br />pedestrian, and bicycle <br />facilities as well as Trans- <br />portation Demand <br />Management (TDM) <br />programs such as the Eco <br />Pass Program. The goals, <br />objectives, and policies <br />have on the world and <br />local environments. The <br />2009 BCCP Transporta- <br />tion Element recognizes <br />the need <br />tainable <br />policies <br />to develop sus <br />transportation <br />and practices. <br />Drawing upon the princi- <br />ples and definitions identi- <br />fied in the BCCP Sustain <br />ability Element that was <br />adopted in May 2007, the <br />contained in the Transpor- <br />tation Element result from <br />public workshops, commu- <br />nity meetings, and planning <br />commission sessions. By <br />focusing on the trans- <br />portation issues specific <br />to Boulder County, the <br />element helps implement <br />the vision of an efficient, <br />sustainable, and accessible <br />transportation system. <br />Transportation Element <br />centers itself around the <br />three "pillars" of sustain <br />ability: environment, social <br />equity, and economy. The <br />goals, objectives, and poli- <br />cies included in the BCCP <br />Transportation Element <br />help translate these three <br />components of sustainabil- <br />ity into transportation <br />decision making. <br />
