<br />City Council <br />Meeting Minutes <br />November 2, 2009 <br />Page 10 of 14 <br /> <br />Councilor Muckle supported the Farmers Market and suggested the Public <br />Works Crew look at the el13ctrical power system. He asked why Short Street <br />remains a one-way street. <br /> <br />Rhonda Grassi, 916 Main Stneet, Louisville, CO noted the Downtown Business <br />Association (DBA) noticed there was a shortage of power at the Steinbaugh <br />Pavilion and spent over $~I,OOO upgrading the transformer, adding outlets and <br />repairing all the broken plugs in the Pavilion and in the parking lot. <br /> <br />Mayor Sisk supported the Farmers Market and agreed the City could be more <br />compassionate about the handmade signs. <br /> <br />MOTION: Councilor Clabots moved to authorize City Manager Fleming to <br />negotiate a license agreement with Louisville Farmers Market for 2010,2011, <br />and 2012, seconded by Councilor Muckle. All were in favor. Absent: Councilor <br />Sackett. <br /> <br />RESOLUTION 40, SERIES 2009 - A RESOLUTION APPROVING A <br />BUSINESS ASSISTANCE AGREEMENT WITH FRONT PORCH ORGANICS <br />llC FOR REINVESTMENT AND ATTRACTION OF A NEW ORGANIC <br />MARKET AT 701 MAIN STREET IN THE CITY OF lOUISVlllE <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Economic Development Director Star explained the City received a Business <br />Assistance Request from Allen Jones of Front Porch Organics, LLC, in order to <br />renovate the former Waveform Automotive building as a natural and organic <br />grocery market. Mr. Jones has 30 years experience in the grocery business, <br />including employment with Sunflower, Wild Oats and Safeway. His experience <br />was in the Boulder area as well as Phoenix and Seattle. This will be a family <br />owned operation, with four to eight employees and a plan to expand to fifteen <br />employees. The proposed BAP includes the following provisions: <br /> <br />. The City would rebate 40% of the incremental sales tax revenues derived <br />from the imposition of 1the City's 3.0% general sales tax and actually <br />collected by the City and attributable to retail sales from new business <br />activity in the City of Louisville for the first four years of operation. <br />. Incremental assistance would not be provided if Front Porch Organics LLC <br />has not commenced operation on or before April 1, 2010. <br />. Total assistance would be capped at $28,500. <br />. The City would receivEi full benefits from permit fees/construction use tax. <br />. The maximum four..year rebate would run concurrently with the opening <br />and first four years of operation of the organic grocery market. <br />. In the event, within 5 years of the commencement of the rebate term, this <br />organic grocer terminates their business for any reason, Front Porch <br />
