Theodore Zeisig, 3073 Fulton Circle, Boulder, Colorado, agreed with Lowe, Berger and Martin. He
expressed concern that the City is using scare tactics to expedite removal of the prairie dogs, and
offered to provide technical assistance to relocate the prairie dogs.

COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS
NOT ON THE AGENDA

Howard replied he is not aware of any department within the City intimidating the public with scare
tactics in the prairie dog relocation. He asked Steve Baysinger, Parks & Recreation Director, to
clarify the problems encountered with trapping the prairie dogs.

Baysinger replied the traps were continually vandalized. He went on to explain that the largest
problem has been digging the burrows 4-5 feet in depth to prevent the prairie dogs from freezing this
time of year. A summer relocation would only require 2' burrow depths.

Howard and Mayer explained that the land along McCaslin was zoned and annexed in the 70's. The
City is under contractual agreement to allow development along those parcels.

Levihn asked Council for assistance in locating a volunteer to serve on the Boulder Agency on Aging.

Mayer asked why Martin and Miller felt this attempt to remove the prairie dogs would be different
than previous attempts.

Miller replied that the earlier project occurred during the first year that PECA began, and apologized
that the volunteer appointed to this area was not a good choice. The project was attempted in a very
short period of time, which was not sufficient for the size of the relocation. The PECA organization
had since grown, and relocations occur almost weekly with a 95% success rate.

REGULAR BUSINESS

APPOINTMENTS TO LOUISVILLE BOARD AND COMMISSIONS VACANCIES

Sisk moved to appoint Sarah Klahn for the two-year term on Planning Commission, seconded by
Howard. Ail in favor.

Davidson appointed Allison McDougal to the Arts & Humanities Council, Sheri Marsella to the
Urban Renewal & Housing Authority, Mary Deany to the Resource Conservation Advisory Board,
Bryan Meyers to the Liquor Authority Board, and moved that Winston Tustison be reappointed to
serve on the Library Board of Trustees, seconded by Sisk. All in favor.

ORDINANCE NO. 1277, SERIES 1998 - AN ORDINANCE REZONING CERTAIN REAL
PROPERTY FROM INDUSTRIAL (I) AND COMMERCIAL BUSINESS (CB) TO
PLANNED COMMUNITY ZONED DISTRICT - COMMERCIAL (PCZD-C) AND
