Open Space Advisory Board <br />Minutes <br />January 13, 2010 <br />Page 3 of 3 <br />Distribution of 2010 Open Government & Ethics Pamphlet <br />Completed <br />Election of Officers <br />Tom was elected unanimously as Chairperson <br />Justin McClure was elected unanimously as Vice Chairperson <br />Aaron Grider was elected unanimously as Secretary <br />Finalize OSAB letter to the Police Department Regarding Ticketing <br />Tom drafted a letter to send to Chief Bruce Goodman and Justin added <br />his support. There was discussion about the purpose of enforcement and the <br />safety concerns at the Davidson Mesa / Harper Lake crossing. The letter will be <br />sent to Chief Goodman, City Council and the City Manager. <br />Recommendation to City Council Regarding Request for Easements on <br />Harney Lastoka and Adler/Fingru Open Spaces <br />Tom summarized the request by Xcel to drill underneath the Adler/Fingru <br />easement and mentioned that Xcel has dropped the request regarding Harney <br />Lastoka. David said that he believes the drilling is appropriate in this case. Tom <br />indicated that he is concerned about drilling depth and the impact of a surface <br />easement if access by machinery is required in the future. Dave suggested the <br />Board entertain an official motion to approve a recommendation to allow an <br />easement on the Adler/Fingru property with the following terms: <br />< to restrict surface access <br />< to require that the depth of drilling should: a) be deep enough to not inhibit any <br />potential further use of the property, including but not limited to restoration or <br />agriculture, and b) avoid any potential impact on flow of water in the creek, on <br />loss of water from the creek, and on the riparian zone ecosystem. <br />Truman made a motion, Helen seconded, motion passed unanimously to <br />adopt the motion as stated above. <br />Open Space Vision & Mission Statements <br />David thinks that the word "acquiring" is an improper place to start. Tom <br />and Justin both supported "acquiring" as a powerful starting cause for the <br />document. Helen suggested a reworded sentence that David supported. There <br />was discussion about Open Space priorities. <br />Larry asked how "passive recreation" is defined and there was discussion <br />about the definition. Ember suggested that "passive recreation" is defined in <br />most of the City Documents that would include the new mission and vision <br />statements. <br />It was agreed to continue discussing this issue and make a final <br />determination at the next meeting. <br />
