To: BRaD Members
From: Bonnie Star, Economic Development Director
Date: February 1, 2010
RE: Goals discussion for 2010

In December, each of us received the list below from Andrew Freeman containing some
suggestions for BRaD goals. I've included some staff comments below each. To aid
our discussion, attached is the 2007 Council resolution that established BRaD. It
contains some purposes. Finally, attached is the draft work plan presented in
December.

1) Continue to reach out to existing companies in Louisville.

Draft City Council goals for 2010 include conducting 40 company visits.

2) Create a stronger partnership with the Chamber that would include the formation
of a group similar to the Boulder Economic Council and Broomfield Economic
Development Council that is funded privately by the members.

BRaD held a roundtable discussion in 2008 about the different kinds of
economic support organizations. Minutes reflect a desire to retain the
current model.

3) Review the current economic incentive packages offered - with the goals of
helping existing companies grow and the procurement of new companies (hire a
consultant) .i.e. company that is looking to create over a 100 new jobs should be
able to get some up front assistance based on the positive economic effect of
that company over the long term.

Staff intends to review the current "tools in the tool box" over the next
several months and may come back with a recommendation to broaden
our incentive program.

4) Major focus on a marketing program that targets new business (US and
International).

The City's economic development marketing program consists of the
City's website, a brochure that is updated annually, attendance at the
annual ICSC conference, and membership in the Metro Denver Economic
Development Corporation.

7
