Lathrop moved that Council authorize the Mayor and City Administrator to negotiate a sales tax <br />rebate agreement to be submitted to Council for consideration, seconded by Howard. Roll call was <br />taken. Motion passed by a 5-1 vote, with Sisk voting against. <br /> <br />DISCUSSION/DIRECTION - SPECIAL REVIEW USE PRELIMINARY PUD <br />DEVELOPMENT PLAN - MOFFITT HOUSE BED AND BREAKFAST - 625 MAIN <br />STREET <br /> <br />Davidson called for staff introduction. <br /> <br />Paul Wood, Planning Director, stated the applicant/owner intends to raze the existing home and <br />construct a 10,330 sf, twelve-room bed and breakfast. Evaluation of the 1879 structure by the <br />applicant's structural engineer indicates rehabilitation is not warranted due to lack of structural <br />integrity. The applicant is willing to donate the structure to the Historical Society and the society has <br />expressed interest in relocating the structure or removing items from the home which may be of <br />historical interest. The preliminary PUD reflects that the B&B will have a building footprint of 4,550 <br />sf, resulting in a 30% lot coverage. The majority of the upper level square footage is proposed within <br />the roof structure itself, which will minimize the appearance of building massing to adjoining <br />properties and to the street. A total of twelve off-street parking spaces will be provided in the rear <br />of the lot. The site plan reflects that 23% of the lot will be landscaped. The property is located in <br />what has been identified by the Downtown Steering Committee as a transition area and this has been <br />reflected as such within the draft Downtown Louisville Framework Plan. Infill development or <br />redevelopment within this area would need to provide a transitional scale of development to <br />adjoining residential uses to maintain the existing character of downtown and the surrounding <br />neighborhoods. The proposed site design standards are generally consistent with draft designs <br />standards within the Design Handbook for Downtown Louisville, however, staff is concerned that <br />the proposed architectural elements and details are not consistent with proposed design standards. <br />The use of architectural ornamentation should be in limited amounts, as high levels of ornamentation <br />were never used as a dominant element within Louisville. <br /> <br />Davidson called for the applicant's presentation. <br /> <br />Michael J. Hirsch, 2299 Pearl Street, Ste. 400, Boulder, CO, 80302, provided a brief description of <br />the proposed B&B. He intends to maintain the historic character of the site by naming the B&B and <br />its rooms after members of the Moffitt family. He hopes the addition of the B&B will bring <br />nighttime vitality to downtown Louisville.
