Davidson commended the applicant for providing parking when it wasn't a requirement. He feels
the building will be an enhancement to downtown Louisville.

Howard complimented the applicant on the appearance of the building. He agreed with Davidson
on parking. He expressed concern for the amount of landscaping at the front of the building and
encouraged the applicant to provide additional landscaping in that area.

Cathy Stacco, 2962 4th Street, Boulder, Colorado, requested clarification on Howard's landscaping
request.

Howard replied he would like to see additional shrubbery at the front of the building.

Lathrop agreed with the Historic Commission's comment that a Victorian-style building does not
fit well in the character of downtown.

Levihn felt the building is similar to some of the homes downtown and that it was a nice transition
from the homes to the businesses downtown.

Keany encouraged the applicant to preserve as many of the existing trees as possible. He would like
the applicant to consider a subdued color scheme for the building's exterior.

Sisk expressed enthusiasm for the project and complimented the applicant for proposing a B&B in
Louisville. He suggested addressing the elevation on the west because it doesn't appear to conform
with the building and encouraged the applicant to enhance the parking lot with floral landscaping.

Davidson stated that he feels the Victorian-style building fits in well with downtown as each
individual building has its own character.

Lathrop moved that Council forward the Special Review Use and Preliminary PUD Development
Plan - Moffitt House Bed and Breakfast - 625 Main Street to the Planning Commission, seconded
by Howard. All in favor.
STREET LIGHTING ON MAIN STREET

Davidson called for staff introduction.

Keany stated that Craig Duffin, City Engineer, provided a presentation at the last Downtown
Business Association (DBA) on the improvements being made to Main Street. The DBA requested
installing tall, ornamental street lights along Main Street versus the basic metal pole lights in the
original budget for Main Street reconstruction. The additional cost for the ornamental street lights
is approximately $70,000; therefore, the DBA agreed they could be added at a later time. The DBA
feels that the continuation of the ornamental light poles would create an entryway drawing people
into downtown. Keany asked that Council consider this request as the poles would need to be
ordered and Public Service informed of this change.

9
