City Council
Meeting Minutes
February 2, 2010

The five-member Azerbaijan delegation and their interpreters presented Mayor
Sisk with a plate commemorating their country and two books; one on Azerbaijan
and the second on the neighboring country of Armenia. He thanked Diana for
organizing the event.

Mayor Sisk thanked the City Council, Staff and all the citizens for attending the
John Breaux Memorial ceremony on Saturday, January 30.

Mayor Sisk addressed the citizens who spoke in support of repealing the pit bull
ordinance and explained he was on Council when the ordinance passed. He
stated he would have to be convinced to change the ordinance.

Councilor Dalton asked if Council should direct Staff to research the issue for a
future study session. Mayor Sisk stated perhaps sometime in the future,
however the Staff is currently overextended with budget and transportation
issues and ConocoPhillips and noted the City is currently without a Planning
Director. He questioned what would be set aside in terms of Staff's allocation of
time in order to research this information.

CITY MANAGER'S REPORT

City Manager Fleming updated Council on the following:

· The February 9, 2010 Budget Retreat, where long-range plans will be
discussed. The meetin!~ will begin at 3:00 p.m. and be held in the City
Council Chambers.
· The 2010 Operating and Capital budgets were distributed to the City
Council. The budget is a valuable tool and also contains statistical
information. An electronic version of the budget will be available on the
City Web site tomorrow.
· On February 12, 2010 an open house has been scheduled to address
questions from the public on the Western Golf Properties Management
Agreement. The meeting will be held at the Coal Creek Club House at
5:00 p.m.
· Winter Skate has been so successful the rink will remain open until the
end of February.
· The City Hall and Library will be closed on President's Day, February 15,
2010 for an all-day training session for City employees. The Human
Resources Department is planning a number of classes; including, CPR
and first aid training, computer presentations and ethics. The City's 24-7
operations will remain open.

Councilor Sackett made a statement on the open house scheduled for the golf
course management agreement. He had previously requested the golfers be
invited to participate in the discussion of the golf course management contract
