Lautner, N 56 W 17000 Redgewood Drive, Menomonee Falls, Wisconsin, the site
developer for Kohl's department stores, provided a brief history on Kohl's and their development
strategy. He suggested the applicant move the building to the west to reduce the visual
impact and noise to the residential area or increase the grading to lower the building.

Davidson called for Council questions and comments.

Howard recommended the applicant provide a significant increase in landscaping, specifically to
lessen the impact and noise to the residential area. He felt the sign's lettering size should be reduced.

Levihn agreed with Howard regarding additional landscaping.

Keany expressed concem for the lack of pedestrian connections between Kohl's, Sam's Club, and
the post office and suggested the pedestrian crosswalks be delineated with scored, colored concrete
or brick paving. Keany agreed with Howard that the sign's size be reduced.

Sisk agreed with staff comments regarding the monolithic appearance of the building and suggested
adding windows to create architectural interest. He expressed concem that the 30-foot no build zone
might not allow sufficient operating space for the post office, if they decide to build here. Sisk agreed
with Keany on pedestrian connections and requested that Kohl's trucks be subjected to the same
parking requirements as Sam's Club.

Mayer agreed with the public comments regarding the visual impact to the residential area. He
agreed with Howard and Levihn regarding additional landscaping and suggested the applicant reduce
the number of parking spaces to allow for more greenscape.

16
