of 120 feetin some areas.Applicant has stated that it will provide at the Planning <br />Commission hearing visual simulations of proposed building heights from different vantage <br />points. <br />Staff will continue to work with the applicantand identify ways,such as varied setback <br />requirements,to mitigate impacts onthe view corridor along US 36 andtheother areas <br />adjacentto the site.The final review will also provide a full parking analysis which will <br />includeavailable visitor parking areas. <br />Natural Resource Assessment <br />The application is in compliance with all Federal, State and Local regulatory guidelines <br />regarding the assessment of habitat for the protection of specific species of flora and <br />fauna. This includes evaluation of the property for federally threatened, endangered, and <br />candidate species protected under the Endangered Species Act as well as state <br />endangered, threatened, and species of concern protected under State Statute 33. <br />Additionally, the applicant has outlined avoidance and mitigation procedures to ensure that <br />the Migratory Bird Treaty Act is not violated as the project continues. <br />Staff requeststhat the applicant: <br />1)Monitor the three active raptor nests, identified by ERO Resource Corporation, and <br />follow theavoidance measures outlined in the ‘Natural Resource Assessment <br />Update, Conoco Phillips Corporate Campus’ document (10/20/09). <br />2)Conduct additional Burrowing Owl surveys to determine the presence or absence of <br />owls in the prairie dog colony before prairie dog removal efforts occur. <br />3)Submit subsequent surveys, reports, findings, mitigation plans, temporary <br />deterrents, permits and other compliance efforts to the City of Louisville, Parks and <br />Recreation Department. <br />Campus Access and Traffic Impacts. <br />An executive summary of the Traffic Impact Study is included as an attachment to this <br />report. The summary provides an overview of the traffic impacts associated with the 2.5 <br />million square foot build out of the ConocoPhillips campus. It also identifies the roadway <br />improvements that will be required as a direct result of the construction of the campus <br />(Total Improvements), andthe roadway improvements that,according to the findings of the <br />study, would have been required regardless of whether or not the campus was constructed <br />(Background Improvements). <br />The campus will be accessed from five separate locations. The primary entrance will be <br />located off of the Northwest Parkway where the former StorageTek access was located. <br />The Traffic Impact Study suggests constructing a triple north bound left turn lane at this <br />access point. A “right in/right-out” access is also proposed from the Northwest Parkway on <br />the northern half of the property. Two access points are proposed from Campus Drive. <br />One of these access points will be utilized as a service entry and the other will be an <br />th <br />employee entrance. The final access point will be from South 88Street in the same <br />location as the former StorageTek access. The roadways internal to the campus will be <br />privately owned and maintained.
