buildings in the center of the campus. (Clustering of buildings is strongly encouraged in the
CDDSG).
The proposed setbacks for the planning areas requesting height waivers (planning areas A,
C, D and F) are as follows: 400 feet from the northern property line; approximately 2,300
feet from the western property line; approximately 1,350 feet from the eastern property line;
and approximately 300 feet to the southern property line. The minimum setback required
by the CDDSG is 50 feet.
The above analysis shows the applicant has chosen to cluster the development to
provide more visual open space, therefore designing the site with vertical floor area
instead of sprawling the floor area throughout the property. Staff appreciates the
proposed clustering effect of the development and acknowledges this design amenity
complies with the spirit and intent of the development plan criteria contained in section
17.28.120,including, among others, elements related to creation of optimum
preservation of natural features, appropriate relationship to the surrounding area,
circulation, pedestrian and bicycle traffic, and building types in terms of appropriate
density, site relationship and bulk.
In reference to the City rezoning policy, staff findsthe policy in 17.44.050 is met. In
conformance with Section 17.44.050.A.2, it is in the public’s interest to rezone the
proposed area to Planned Community Zone District –Commercial zone district. This
rezoning will thus encourage redevelopment of the area that is in conformance with the
goals and vision created in the 2009 Comprehensive Plan, which are further discussed
in the Comprehensive Plan section below.
Open Space Advisory Board (OSAB)
Planning Commission also asked for more information from the Open Space Advisory
Board (OSAB) and requested a member from OSAB to make a presentation at the
February 25, 2010 Planning Commission meeting regarding the proposed public land
dedication. The OSAB will be hosting a special meeting on Monday, February 22, 2010 to
further discuss the public land dedication. A member of OSAB will be present at the
February 25, 2010 Planning Commission meeting to make a short presentation.
Fiscal Impact
Please see the attached power point presentation regarding the fiscal impact of the
ConocoPhillips development. Kevin Watson, Louisville Finance Director will be presenting
the information to Planning Commission on February 25 and to respond to questions.
REQUEST(Previous Information Provided for February 11 Planning Commission
Packet):
On November 12, 2009 ConocoPhillips submitted a comprehensive land use application
package consisting of the following elements:
1.Petition for the annexation and initial zoning of an80 acre parcel in the northeast
quadrant of their campus.
