(Clustering of buildings is strongly encouraged in the <br />CDDSG). <br />The proposed setbacks for the planning areas requesting height waivers (planning areas A, <br />C, D and F) are as follows: 400 feet from the northern property line; approximately 2,300 <br />feet from the western property line; approximately 1,350 feet from the eastern property line; <br />and approximately 300 feet to the southern property line. The minimum setback required <br />by the CDDSG is 50 feet. <br />The above analysis shows the applicant has chosen to cluster the development to <br />provide more visual open space, therefore designing the site with vertical floor area <br />instead of sprawling the floor area throughout the property. Staff appreciates the <br />proposed clustering effect of the development and acknowledges this design amenity <br />complies with the spirit and intent of the development plan criteria contained in section <br />17.28.120,including, among others, elements related to creation of optimum <br />preservation of natural features, appropriate relationship to the surrounding area, <br />circulation, pedestrian and bicycle traffic, and building types in terms of appropriate <br />density, site relationship and bulk. <br />In reference to the City rezoning policy, staff findsthe policy in 17.44.050 is met. In <br />conformance with Section 17.44.050.A.2, it is in the public’s interest to rezone the <br />proposed area to Planned Community Zone District –Commercial zone district. This <br />rezoning will thus encourage redevelopment of the area that is in conformance with the <br />goals and vision created in the 2009 Comprehensive Plan, which are further discussed <br />in the Comprehensive Plan section below. <br />Open Space Advisory Board (OSAB) <br />Planning Commission also asked for more information from the Open Space Advisory <br />Board (OSAB) and requested a member from OSAB to make a presentation at the <br />February 25, 2010 Planning Commission meeting regarding the proposed public land <br />dedication. The OSAB will be hosting a special meeting on Monday, February 22, 2010 to <br />further discuss the public land dedication. A member of OSAB will be present at the <br />February 25, 2010 Planning Commission meeting to make a short presentation. <br />Fiscal Impact <br />Please see the attached power point presentation regarding the fiscal impact of the <br />ConocoPhillips development.
