Planning Commission <br />Meeting Minutes <br />February 11, 2010 <br />Page 8 of 15 <br /> <br />4) international reputation <br />5) attraction and retention of employees <br />6) work / Life Balance <br /> <br /> Vision for the Site: <br />1) create a campus in a “prairie” <br />2) create a quiet and astonishing site <br />3) create a sustainable site <br />4) create a dense compact development <br />5) optimize land use and site adjacencies <br /> <br /> Proposed Development: <br />1) 432 acre site, including 390 acres <br />2) Phase I: 1.6 million square feet; 2013 proposed initial occupancy <br />3) Phase 2: 135,630 square feet: 2018 proposed initial occupancy <br />4) Phase 3: 736,606 square feet: 2032 proposed initial occupancy <br />5) Build out: 2.5 million square feet on approximately 60 acres of the <br />total site <br /> <br /> Community Benefits and Impacts: <br />1) $15.1 million net addition to City operation fund <br />2) $1.8 million of additional benefits to the community. <br />3) Restoring the site through the use of four landscape zones: <br />restored prairie, enhanced prairie, prairie garden and riparian. <br />4) Open space and trails: dedicating 35 acres to open space, regional <br />trail system enhancement <br />5) Transportation improvements include: proposed extension of <br />Campus Dr. ,Commitment to TDM measures, adding more <br />entrances to the site. <br />6) Preserve view corridors <br /> <br /> View simulations: Several simulations, including one flyover, provided <br />representations of proposed building heights and mass as seen from <br />several directions, including but not limited to HWY 36, Monarch High <br />School, Paradise Lane, etc. <br /> <br /> Next steps: complete the Planning Commission and City Council <br />Preliminary Hearings; Submit final development plans during the summer <br />of 2010; Construction to begin early 2011 and planned first occupancy in <br />the fall 2013. <br />Commission Questions of the Applicant: <br />Lipton asked if the project would follow the Leeds Standards for “green building”. <br />Manning stated it would be the Leeds Standards as well as others. <br />Russell and Lipton asked questions regarding the requested building height of <br />95’. <br />Paul Wilhelms, vice-president of HOK, 211 North Broadway, St. Louis, MO stated <br />the goal is to create a collegiate environment.
