Absent: Councilors <br />Dalton and Yarnell. <br />DISCUSSION/DIRECTION/ACTION - STAFF RECOMMENDATIONS ON <br />BUDGET FOR 2010 <br /> <br />Mayor Sisk requested a Staf1r presentation. <br /> <br />City Manager Fleming summarized Council's discussions at their February 9 <br />Budget Retreat, relative to rebalancing the 2010 budget to reflect the lower <br />revenue anticipated as a result of the Sam's Club closure. Based on Council <br />comments, one of the key conclusions from the meeting was the fiscal forecast <br />should assume it may take s,everal years for a new retailer to locate in the Sam's <br />Club space and the City should build into the forecast the potential for another <br />large retailer to close. Ba.sed on those comments, Staff prepared a revised list of <br />recommendations for rebalancing the 2010 budget. The recommendations <br />include actions already taken; recommendations for actions which will occur <br />should the City's budget shOlrtfall worsen; and action Staff considered and <br />recommends against. The pros and cons have been listed for all actions. <br /> <br />City Manager Fleming explained some small changes were made to the City's <br />insurance deductibles, which should be a budget savings of $15,000. The total <br />recommendations total $~300,000 in cuts, less the aforementioned $15,000. <br /> <br />PUBLIC COMMENTS <br /> <br />Deborah Fahey, 1118 W. Enclave Circle, Louisville, CO was concerned the <br />senior meal service program would be cut one day. She stated many seniors <br />depend on receiving one meal five-days per week. She volunteered to work with <br />the City to maintain the five-day meal service. She supported Special Transit as <br />many seniors cannot get to the senior center for lunch without Special Transit. <br /> <br />Laura Page, 920 Rex Stmet, Louisville, CO explained Special Transit is a vital <br />link for senior citizens, which provides transportation to the senior center and <br />doctors' offices. She suggested the City turn off the street lights and reduce park <br />irrigation in order to save money. <br /> <br />Larry Brassem, 452 Orchard Way, Louisville, CO, Chairperson for the Senior <br />Advisory Board member stated the Board has implemented the following <br />measures to generate more money and cut cost: the Platinum Membership <br />Program generated approximately $3,000; raising the meal donation by $0.25 <br />and reducing the Senior Newsletter from four to three times a year. He noted <br />many seniors have offere!d to pay per ride for Special Transit Services. He <br />stated the Senior Advisory Board is looking at ways to help the City save money <br />
