<br />City Council <br />Meeting Minutes <br />March 16, 2010 <br />Page 10 of 13 <br /> <br />Councilor Dalton disclosed he reiceived emails and had conversations with public <br />members relative to the ConocoPhillips building height limits, but those would not <br />prohibit him from rendering a fair and balanced decision. <br /> <br />Councilor Muckle disclosed he received emails and had conservations with the public <br />regarding quasi-judicial issues, height limits and open space and trails. He stated those <br />conversations would not prohibit him from rendering a fair and impartial decision. <br /> <br />City Attorney Light asked Council a follow-up question. He asked if any of the <br />communications the City Council received or had regarding the application would affect <br />their ability to consider the applications solely on the materials presented and make a <br />fair decision. The members of the City Council confirmed their ability to consider the <br />applications solely on the materials presented and make a fair decision. <br /> <br />City Attorney Light requested thH citizen emails be made a part of the record. <br /> <br />Principal Planner McCartney reviewed a Development Process Flow Chart, which <br />outlined the process ConocoPhillips project will follow. The project was reviewed by the <br />Planning Commission on February 25 and March 11. The Annexation, Preliminary <br />PUD, and General Development Plan are currently before the City Council. In addition <br />to the March 16 meeting, the applications will be reviewed on April 6. One other <br />element, which must be completed, is the amendment to the Northwest <br />Intergovernmental Agreement. <br /> <br />Site Vicinity: The property is located southeast of Louisville. South 96th Street and the <br />Northwest Parkway border the property to the east. Immediately to the east of the <br />Northwest Parkway is the Ciity and County of Broomfield. The Paradise Lane <br />Subdivision is located to the north. South 88th Street, Monarch K-12 Campus and Avista <br />Hospital borders the ConocoPhillips Campus on the west. <br /> <br />Site Historv: StorageTek Corporation Campus developed in 1978, while it was located <br />in unincorporated Boulder County. The majority of the site was annexed into Louisville <br />in 1978. The StorageTek campus was zoned Industrial with 1.6 million SF on 310 <br />acres. The maximum building height was 45 feet. In 2007, ConocoPhillips purchased <br />the property. During 2008 through 2009 ConocoPhillips deconstructed existing <br />structures. <br /> <br />Development Documents: The General Development plan establishes the zoning. The <br />Preliminary Subdivision Plat creates a legal parcel. Preliminary Development Plan <br />creates the site plan and development standards. <br /> <br />Campus Drive Extension: Extension of Campus Drive is envisioned in policy TS -1.2 of <br />the Louisville Comprehensive Drive. Campus Drive would shift to the north after it <br />passes the Monarch K-12 Campus to create a safe connection with South 96th Street at <br />paradise Lane. ConocoPhillips acquired two properties in Paradise Lane Subdivision for <br /> <br />27 <br />
