To construct the roadway in the proposed location, the NW <br />parkway IGA must first be amended. Both the IGA amendment, annexation, and <br />platting of portions of the Paradise Lane parcels will require additional public hearing <br />processes and are not a part of this application. <br /> <br />Preliminarv Subdivision Plat: ConocoPhillips is platted as one 390 acre site. Original <br />StorageTek property was annexed in 1978, but never platted. The Spicer Annexation <br />was never platted and the 1981 Spicer Annexation Agreement released the Annexor <br />from public use land dedication requirements. All internal roadways are privately owned <br />and maintained. The Louisville Fire Protection District and the Louisville Police <br />Department are reviewing those roadways to ensure they adequately serve their needs <br />for access. Internal roadways are dedicated as emergency easements. ConocoPhillips <br />must provide a public land dedication of 12% for 309 acres for a total of 37 acres <br />through land or cash in lieu. Land use distribution includes a cluster of nine planning <br />areas. ConocoPhillips plans to restore the Prairie Grass surrounding the development. <br />Four planning areas have heights of 65 feet or more. <br /> <br />Heiqht Waiver: 65 feet and 95 feet vs. 35 feet, as permitted in design standards (50 feet <br />max. with PUD). Broomfield Commercial Center (to the east) has a maximum height <br />limit of 120 feet. Avista has at maximum height limit of 77 feet. Topography can lessen <br />visual impact from US36 and ad,iacent properties. Planning Areas have been <br />established for height zones - currently shown with 400 foot minimum setback. <br /> <br />Traffic Demand Manaaemen!: Transportation Demand Management (TOM) is the <br />implementation of strategies and programs that result in the more efficient use of <br />transportation resources. TOM techniques include: Bus transit, commuter rail, <br />carpooling and bikes. The Rock Creek Trail will extend under US 36 to connect with the <br />campus trail system. ConocoPhillips proposes a North/South Bikeway Connections. <br /> <br />Natural Resource Assessment: The application is in compliance with all Federal, State <br />and Local regulatory guidelines regarding the assessments of habitat for the protection <br />of specific species of flora and fauna. The proposal ensures the Migratory Bird Treaty <br />Act is not violated as the project continues. <br /> <br />Louisville Documents: 2009 Comprehensive Plan; Louisville Municipal Code (LMC); <br />Commercial Development Desi~,n Standards and Guidelines (CDDSG) and the Fiscal <br />Model. <br /> <br />Principal Planner McCartney stalted the City Staff will present their recommendations on <br />Ordinance 1569, Series 2010, the PCZD-C Zoning and the General Development Plan <br />as the process proceeds. <br /> <br />PUBLIC COMMENTS <br /> <br />Shelley Angell, representing the Louisville Chamber of Commerce, 901 Main Street, <br /> <br />28 <br />
