As a
requirement of a rezoning request, a General Development Plan (GDP) has been submitted. The
property was annexed and zoned Agricultural in 1986, with the subdivision following in 1987. The
character of development within the Health Park, uses authorized, and the process under which
expansion and development are reviewed track back to the annexation agreement and a Special
Review Use, both of which were approved in 1986. The Annexation Agreement states that such
development was to be done in general conformity with a 1987 PUD Concept Plan, showing the
development of the Health Care Park. The 1987 Preliminary PUD Concept Plan was amended in
both 1988 and 1989.

The first amendment was authorized in 1988 so as to reflect the accurate location of the hospital
footprint, address internal circulation changes, and show the addition of a parking structure. The
1989 amendment authorized the addition of the 16,250 sfNeurobehavioral Center for Centennial
Peaks Hospital, which has not been constructed.

In March of 1996, two residential lots on St. Andrews at the north end of the Health Park were
rezoned to PCZD-R. The existing PCZD-R zoning on the Health Park would not be affected by this
zoning request.

The GDP, if authorized, will replace the Preliminary PUD Concept Plan as the primary guide in
determining the type, character, and density of future Health Park expansion. Wood continued his
presentation (see attached Council Communication).

Davidson opened the Public Hearing and called for the applicant's presentation.

4
