Generally, facilities which offer out-patient services require a ratio of 5-6/1,000, while in-patient <br />operations require about half, approximately 3/1,000. While the CDDSG requires a ration of 6/1,000, <br />the approved Preliminary PUD Concept Plan does authorize a ratio of 3.3/1,000. The applicant has <br />provided a parking survey which tracked the availability of spaces for a two week period during <br />weekday hours of 9 a.m., 12 p.m., and 3 p.m. The survey reflects that the current demand may be <br />running at a ratio closer to 3 spaces/I,000 sfthan 3.5 spaces/I,000 sr. <br /> <br />In reviewing backup information for the 1987 Preliminary Concept Plan, these minimum setbacks <br />were discussed as part of the record and are believed to be the standing requirement for the Health <br />Park: <br /> 50 feet from internal property lines <br /> 85 feet from South 88th Street <br /> 75 feet from perimeter property lines <br /> 170 feet from US 36 <br /> 75 feet from Hospital Lane (Health Park Drive) <br /> <br />The Final PUD Development Plan proposes a 50' setback from the south property line, and a 170' <br />minimum setback from US 36. The actual MOB II setback from the edge of US 36 right-of-way is <br />a minimum of 210'. The Planning Commission supported a reduced setback from 75' to 50' for the <br />south property line, as the location of the MOB II relative to the south property line maximizes the <br />ability of the adjoining berm and landform to screen the building from US 36. <br /> <br />The grading plan reflects the installation of a retaining wall along the south property line in support <br />of maintaining the ridge line as a visual screen from US 36. The revised grading plan has reduced <br />the length of the retaining wall from 400' to 150'. In response to a Planning Commission <br />recommendation the revised grading plan reflects that the retaining wall has been terraced and a <br />planting strip has been incorporated on the terrace. The height of the wall will vary between a <br />minimum of 5.5' to a maximum of 7.0'. <br /> <br />The overall sign program currently in place for the Health Park was approved as a formal PUD <br />amendment in March of 1990. An administrative amendment to the PUD was authorized by the <br />Planning Director in December of 1997, which allowed the property owner to change-out sign faces <br />to reflect the name of the new owner, Centura Health/Avista Adventist Hospital. The authorized <br />amendment was approved based upon its consistency in square footage, location, height, and method <br />of illumination with the approved sign package. The Commission recommended that the PUD be <br />revised to reflect proposed signage on the PUD prior to City Council review. A July 28, 1998, letter <br />from the applicant indicates that signage has not been finalized, but that it will be consistent with <br />the wall-mounted sign currently on MOB I. <br /> <br />A revised photometric provides for both 24' and 27'-high pole standards with both having 250 watt <br />metal halide fixtures. Average illumination in the west parking lots is lower (1.48 fc) than the east <br />lot (1.62 fc). Lighted bollards should have been added to identify pedestrian walkways and drop-off <br />areas in the east parking lot, per Section 8.4 CDDSG. <br /> <br />8 <br /> <br /> <br />
