Motion passed by voice vote. <br />Discussion / Direction – <br /> Sign Code Discussion – Downtown <br />Staff Presentation: <br />McMillan stated the Staff Report provides background information on the <br />Louisville Sign Code for downtown signs and the other regulatory documents. <br />The four (4) documents that regulate signs are: <br />1) Chapter 17.24 of the Louisville Municipal Code (LMC) <br />2) The Commercial Development Design Standards and Guidelines <br />(CDDSG) <br />3) The Industrial Development Design Standards and Guidelines (IDDSG) <br />4) The Downtown Design Handbook. <br />McMillan noted a copy of the Sign section from the Downtown Design Handbook <br />had been included in the Planning Commission meeting packet. <br />McMillan briefly summarized the following documents: <br /> LMC 17.24 (Signs) <br /> IDDSG <br /> CDDSG <br />McMillan continued with the following discussion regarding the Downtown Design <br />Handbook: <br /> General Standards <br />i. Small scale free standing signs are encouraged. <br />ii. Tall free standing signs, flashing signs, and signs that visually <br />overpower the building are prohibited. <br />iii. Window Signs shall be painted on the window and may not exceed <br />20% of the window or 8 square feet, whichever is the lesser <br />amount. <br />iv. Internal illuminations of signs if prohibited. Lighting of signs shall be <br />indirect. <br /> Materials <br />i. Neon is acceptable if used in limited quantities and where it is <br />appropriate to the context. <br />ii. Painted wood and metal are appropriate materials. <br />iii. Plastic and highly reflective materials are not permitted on signs. <br /> Wall Signs <br />i. The maximum wall sign area on a building should not exceed 7% of <br />the overall façade area. <br /> <br />
