Box 471 <br /> Boulder, Colorado 80302 <br /> RE: Docket ISU-73-9: Urban Waste Resources, Inc; Proposed Gravel Mining end <br /> Sanitary Landfill Operation <br /> Dear Sir: <br /> As you know the Coal Croak Water and Sanitation Association is an organization <br /> made up of the municipalities of Erie, Lafayette, Louisville, and Superior. <br /> The purpose of the Coal Creek Water and Sanitation Association is to determine <br /> a comprehensive water acquisition, development and treatment program for these <br /> basin municipalities. Currently the Association is working with the State <br /> of Colorado on a feasibility study for the proposed Coal Creek Dam and Reservoir. <br /> This proposed reservoir is located in Section 26, Township 1 South, Range 70 <br /> West. The high water line on this reservoir will be approximately 1,000 feat <br /> from the lendf111 operation that Is proposed by Urban Waste Resources, Inc. <br /> This reservoir has a conditional decree dated 1971 from the Division 1 Water <br /> Court. This decree Is held In trust for the towns of Erie, Lafayette, Louis- <br /> ville, and Superior by the Coal Creak Water and Sanitation Association. <br /> Recently the Water Conservation Board completed Phase 1 of the feasibility <br /> study for this proposed dam. Currently the muunicipalities and the Stets of <br /> Colorado are negotiating pay back procedures that these towns will have to <br /> follow before the Stets of Colorado builds the dam for that. <br /> In addition, the towns of Louisville and Lafayette have Initiated definite <br /> plan engineering for the location of a filter plant that will treat the water <br /> from this proposed reservoir. The mein site being considered for this treat- <br /> ment plant is located in the South one-half of Section 23, Township 1 South, <br /> Range 70 West, In the same vicinity as the proposed Urban Waste Resources, Inc. <br /> mining and landfill operations. Therefore, as you can see there is considerable <br /> concern by the Basin municipalities with respect to the effect this mining and <br /> landfill operation will have on their plans for construction of a dam and <br /> filter plant complex. <br /> The main concerns of the Coal Creek Water and Sanitation Association with <br /> respect to this whining and landfill operation are as follows: <br /> I . The possibility of contaminated ground water flowing into either <br /> Marshall Lake or the proposed Coal Creek Reservoir. <br />
