These include but are mot limited to the County &aer+d for <br /> Developmental Disabilities, youth serving aga*cias swimming ming as the Youth <br /> Interagency Council, criminal justice programs now meeting ae the Criminal Justice <br /> Advisory Committee, lei ted Way Agencies, Longmont service providing agouties <br /> represented in the St. Train Community Council, end the c=anoes providing **gives <br /> to the elderly and represented as the &Polder County Council on Aging. In addition . <br /> to the agencies represented through. these coalitions, numerous advisory councils •and commissions issions exist cad the intone, of the applicant Is to include their input <br /> in the information data and in the planning of the system. <br /> Several interagency groups are now meeting to plan Around defined needs for <br /> specialized services. Notable among these are the Transportation Task tore* <br /> appointed by the County Commissioners and the Emergency Coalition set up to <br /> administer Emergency Housing. <br /> Because of the scope of the proposed project, written agreement from each <br /> program will have to be obtained as part of the project. <br /> Fund Flog* <br /> This project is being presented to the Boulder County board of Commissioners <br /> and City Councils and Town Boards through the Consortium of Cities. It is <br /> requested that the County Commissioners assume leadership and sponsor the project <br /> initially. After the Human Services Planning Alliance is organized, it is <br /> expected that this group will accept the operational leadership and will tannage and <br /> direct the funding and implementation of the plan. It is felt that final approval <br /> for these plans and their implementation will need to rest with the Boulder County <br /> Board of Commissioners and city councils within the County. <br /> During the first year the active agencies will continue to contribute <br /> staff time to work under the direction of the project coordinator for data <br /> collection and for planning. One component of the comprehensive plan will be to <br /> identify the funding bas*. It is anticipated that the implementation will <br /> involve multifunding from various sources and that local government will provide <br /> the matching funds that are necessary to access other statm and federal grants as <br /> necessary. It is the philosophy of the current planning group that the funds that <br /> are now allocated for human service delivery in Boulder County could meet the <br /> needs such more effectively than they do if those funds were addressing the total <br /> system Sore comprehensively. <br /> At this time we are not presenting a budget because this request merely <br /> constitutes funding by the state of a one-year position to work with the Planning <br /> Alliance in researching and developing our local plan. <br /> • <br /> All major governments and epoxies within the County have already developed <br /> Equal Employment and Affirmative Action plans es part of their personnel and <br /> service delivery systems. Presently these policies comply with the state and <br /> federal civil rights requirements.
